Doujutsu
If your Kekki Genkai utilizes a powerful doujutsu, it must have devastatingly negative effects on your PCs body.
Ninjutsu
Please remember that you're character has a chakra bank, limited to your Stamina/Chakra Capacity stat. You are not expected to spam A rank Jutsu, although it is possible to go over your Chakra Capacity, but this will damage your PC body and will effect him/her in the long-run.
Genjutsu
It is impossible to lock a victim in a genjutsu that alters time for them. All genjutsu takes place in real-time. Tsukiyomi isn't a genjutsu, btw, it's a space/time doujutsu.

Bones
Wtf, you can't fly with bones.
Bunshin
Now that everyone is realizing that bunshin spamming is a mighty fine idea, I've got to restrict it.
1) You can't magically turn out to be a bunshin after, like, 15 minutes of fighting. It's unsporting and technically impossible. Any elemental bunshin supports 1/10 of the original strength and chakra, meaning realistically, a jounin's Hono Bunshin would be on par with an advancing Genin.
2) To support rule 1, if you are in a 1 v 1 match, or about to enter one, you must show clearly that you've summoned a bunshin, or at the very least hint it.
Bunshins are used as diversions and trickery, they are more proficiently used with a hand held weapon, rather than casting jutsu.
Oh and, Kage Bunshin is banned. I don't care, QQ more noobs.

Even if I hold on to something I will get sucked in if I stay on the ground. Hiding on the trees won't do much good either. So...I have to get in from above? Ganeni thought to himself. Cracking could be heard coming from his back. Two large burst through his clothing. He stretched the wings with one burst. Each wing was 3 meters long. He jumped into the trees, higher and higher before being in the open airspace. He extended his wings and flapped with them in order to stay in the air. He could see into the Eye of the storm now. Suru could be clearly seen. Alright...it was time to finish this. He dived at the Sure like an eagle to his prey. Seeing Ganeni, Suru pulled out her shuruiken and flung it heavily at him. The howling wind gave it temendous speed. A slight alteration of his angle was enough to dodge the shurikun. "Tassenka No Mai, Hana!" Ganeni spoke and a bone sticked out of the palm of his right hand. As more bones grew out of his lower armit grew larger with a spin. Soon it covered up his entire lower arm. He held his arm infront of him. With that he became a human dart. ((How does one fly with bone wings? o_o ))
(Easy...you flap them. Nah he is constantly changing the structure of bone of his wing so it can flap. He can't do this very long.)
[[I think what he meant is how do you fly with bone wings because their is no skin or feathers to actually gain you lift. Gaint skeletal wings don't work because they cannot catch any air underneath them.]]
