Reported as connecting from the asylum, it leads to an old cavern system that is on the other side of the city. It holds many Replica forces--more than even the asylum did. One could speculate that the further into the halls, the bigger the secret. One SFOD-D team was manageable to make it past here, but was only able to supply reconnaissance photos. None of the SFOD-D operatives were capable of making it back due to the extent of guards, as well as firepower the Replica forces used to protect their secrets.
