It is a bit odd..
But those two are the only non-first party characters, so it kind of makes sense to not include them in the starting roster.

They're most likely unlockable chatacters.

The menu only has room for 8 secret characters. We know five, so there are three more characters to find out. Two of them are very likely to be Captain Falcon and Luigi, meaning there's only one character we don't know.

Keep in mind that recently, a torrent for Brawl leaked out. That might be it.

It has to be a torrent since Brawl is only scheduled for the 30th of Jan in Japan.
And I don't think we'll only be getting 8 secret characters. Even if the rooms are limited. In Melee the little square containing the profiles had downsized to make more room for the new char. It might be the same case here.
