The mysterious James Marcus, the once proud chief of the Umbrella Training Facility where researchers like William Birkin once trained. Marcus has a involvement in all of Umbrella's operations way back into the past, however he was not the top dog at the company, opting out on being a larger part of the workings to focus on his research involving virus' and leeches.
