I was on another lolita forum and they suggested to wear almost no makeup. Im sorry but i had to disagree for the most part because I always look at japanese magazines and I see most lolis with makeup on, even if its just foundation to even up the skin.
So if you dont believe me, here are some scans from the most RECENT Kera magazine (sorry i dont have more, but there were more so please support the magazine and buy their issue, I did ^^)

Also, great scans. Are they from JMags on LJ again? Could you link to the original posts, maybe? And finally, the reason that a lot of times you hear "don't wear make-up" in lolita communities is generally to try and keep newcomers from pulling a Mana and whiting out their skin while wearing blue lipstick. haha
Also, most lolita styles do look better with light or natural looking make-up instead of heavy eyeliner or lipstick. It really is something you have to experiment with on an individual basis as per your own appearance and style.

I think that goes for most makeup beginers. They just dont know what color scheme works or anything like htat Im not totally a mana fan...hes not my type of loli style idol. Ive always love the natural look so thats probably why i feel so strongly about natural looking makeup. Well thats how i was thought ^^lll Its kinda sad because my crush didnt notice i had make up so i had to put on my party makeup during the day for him to realize and hewas like uh... you have some light glitter on your cheeks and im like shhh long story! he was just laughing it off XP Anyhoo as long as there are people to help then no one has the excuse to walk around with bad makeup and a cute loli outfit!

Lol myself I wear lots of eye makeupXD I only wear mascarra and eye shadow but I put lots of eyeshadow on heart I really don't think just because i'm going to wear lolita that I can't wear my make up how I want 3nodding

Makeup varies from one person to the other some of the key factors include:
eye shape: if you have more narrow eyes it might look ridiculous to wear a lot of eyeliner, but if you want your eyes to look larger try a pair of false eyelashes. For a larger eye or rounder eye you may want to outline in liner for a more doll-like wide-eyed look, false eyelashes are always extra spiffeh.
Shape of face: do you have cheek bones? If so you might want some blush to bring out that attractive quality. With a rounder face you may want a touch of blush if if coodrinates with your outfit
masscara goes for just about anyone who is comfortable with it. eyeshadow is also subjective to your outfit, if you are doing EGL you may want to have darker shades of makeup, because you can make it very theatrical. If you are doing sweet lolita i would lay off a lot of may up unless you have a light pink shadow or some blush to sweeten it a little more, but don't over do it.
but this all aplies only to those who know what they are doing. if you don't trusyt yourself with a make-up brush now, well practice some more before you decide to do anything too risky and especially before an event.

I don't know if this is of any use, but if you like to wear bright almost neon colors, the best makeup to use (I think) is Micabella. It's makeup made out of natural materials and the colors are beautiful^^ I own a variety of colors. You can also use it for eyeshadow, liner, lipstick, you can even put it in your hair (Which if I were you, I wouldn't ><"). I'll post some pictures up later^^ For now though, here is the site^^ Micabella`
