The truth is that it ANBU are the best of the best of each village. That means that all ANBU have different types of Jutsu, but only Konoha has the different clans to train new ANBU recruits. Think of clans like the Hyuga Clan, Nara Clan, Akimichi Clan, Yamanaka Clan, Aburame Clan, Inuzuka Clan, and of course the now non-existent Uchiha Clan. Just think of those...
