To travel between countries, you have to go through certain areas in order to get to other countries... some of these might be those that are at war with. These areas are those that enemies can capture you in.
Each country has one (fire has two) checkpoints that must be traversed in order to get to another place. Each checkpoint must be posted in at least twice and once at destination. To make this clearer, going from Kirigakure to Konoha requires you to post twice in Fire Port and once in Konoha, to siginfy you have arrived.
As you notice, there are 2 pink dots, those are neutral areas, and anyone can go through them, without fear of being attacked (unless the Akatsuki are in that "checkpoint")
The Top Pinkdot is named Ports
The Middle Right Pinkdot is named Fields
The Red dot in Fire Country is one that is controlled by Konoha's Ninja. It serves as a point to get to Water Country (and must be traversed like another checkpoint).
