Well... most of the time... they kiss him. You have to admit he is irresistible! Even Jack wants a turn! Though he doesn't stop them...
The only times he initiated the kissing he had a reason.
Rose: Save her Life by taking the power out of her... and he had to regenerate so you know thats legit!
Martha: He needed to kiss her for a genetic transfer.
Highlight Spoilers
On the Christmas episode he did not kiss Astrid first... she kissed him and then after she was dead and in her "stardust" form he kissed her to say goodbye because he felt so bad. You can tell that what happened to her really tore him up... Was so sad.
End Spoilers
Oh and I gotta say it... even though this kind of thing makes a lot of older fans angry... this kind of stuff sells... and there is nothing we can do about it. It is what is popular and the show is really popular. They aren't going to change it cause it is money in their pocket.

Voyage of the Damned, being the pastiche/inversion of a Hollywood Spectacular that it is, would have looked very strange without a bit of snogging.
FUN SNOG FACT: After all the controversy around the Eighth Doctor starting all this kissy behaviour back in the telemovie, then the writer of the first original Eighth Doctor novel considered making kissing just the Eighth Doctor's normal way of greeting people. This would have lead to a scene where he planted a smacker on the lips of a very confused Brigadier.

Have to admit I got a bit upset on the second kiss in VOTD, but that is because it was such a sad but beautiful scene.

I don't mind a bit of snogging. Lol, it just gives the show a wider appeal. :'D

Perhaps RTD plans to make up for the lack of snogging in the old who?

This would have lead to a scene where he planted a smacker on the lips of a very confused Brigadier. Well, he did plant one on two of his companions, Anji and Fitz, at least, and I don't know if he did so to more of them, for no real reason other than that they're his best friends and he was SO HAPPY!!!11!!1!1 He kind of acted like a big, friendly dog sometimes... so Fitz got into the habit of turning his face away every time the Doctor hugged him. xd And Anji didn't appreciate it very much and wiped her mouth after he snogged her. Bit of a spaz, Eight was.
But, yeah, if he'd tried to kiss poor Alistair, he'd have left him no choice but to decide the Doctor must have temporarily taken leave of his senses. More than usual.
I think Eight might have used up the Doctor's quota for initiating snogs. Now there's all sorts of kissiness, but he's on the receiving end of it or has a damn good reason or excuse.

As soon as he stepped out of the TARDIS anyone with any sense would be going, "No! Try the Space-Time Telegraph agai. And keep trying it until you get one of the effectual ones! This one'll just get the planet destroyed twice, loose his memory every five minutes, get possessed, kiss you and shout about shoes!" Didn't know about the Anji-kissing, as I'd mostly drifted away from the EDAs by then, just dipping in when an author I couldn't resist was at the wheel. I love his relationship with Fitz though - it's like they're an old married couple by the end.

I love his relationship with Fitz though - it's like they're an old married couple by the end. I dunno... it takes skill to destroy a planet twice. Just not the sort of skill a heroic wanderer in the fourth dimension really wants. Call him if you've got a cursed princess who needs kissing or need something forgotten right snappy, I guess. Or if you need a park danced in, a cake baked, a beard grown, a bathtub fallen asleep in, or a prison cell occupied... really, Eight is very useful. In his own way. xd
And, awww, his relationship with Fitz... totally an old married couple. Arguing about whether the other has been eating, despite the irony inherent in that. And most people say that the ones with Anji are pretty good. No one likes Sam much-- I think she's tolerable-- and the Earth arc is flat-out weird, but Anji is great... ...even though she's totally the only reason the Doctor and Fitz don't start shagging already.

I'm not even sure about his beard-growing skills. Where does Eight grow a beard? In the novels and in the audios. Where doesn't he grow a beard? In the comics.
He's happy to go around with facial hair in the written or spoken media - anywhere where we can't get a good look at it - but the one form in which his beard would have been subject to regular scrutiny is the one form in which he doesn't grow one.
Coincidence? I think not! Eight obviously grows a rubbish beard.
Which, by Moffatlogic, brings us back to Anji's role in his relationship with Fitz. smile

Rubbish? Appearance-wise, sure. Anji says so herself at one point, I think, although she may simply be worried it's putting her out of a job. Rather hurts his feelings. But his beard (the literal one) does other things...Mad Dogs and Englishmen ‘Now that it apparently has happened,’ mused the Doctor, as they were led off to the manager’s office, ‘It makes me wonder why it hasn’t happened before. I might have squashed intelligent beings all over the galaxy and never been any the wiser!’ He shook his head and scratched his beard, which was itching, as if presciently, alerting him to the fact that something here wasn’t quite right. So his beard may look ugly. But it's precognitive and capable of communicating with him! But, on the negative side, Anji thinks it looks like a hideous animal or something, I shudder to imagine it, he's apparently ashamed to be seen with it, and while I don't think he lets it stop him from kissing people, it must make the experience decidedly unpleasant for his... victim. And also Fitz doesn't want to shag anyone that... shaggy.
On the whole, he's better off baby-faced, although it seems to me he has the distinction of being the only incarnation to grow a beard. I think... The Doctor is always clean-shaven, except for Eight's little aberration. It's "like a dog's walking on his hind legs. It is not done well; but you are surprised to find it done at all."
Anyway. On a completely different but on-topic note, I'd rather have snogging than Doctor Who taking a leaf out of Torchwood's book and... well. Going beyond snogging. eek
