A group of young children have been taken, their siblings charged for their murder, for it looks as though they did kill them.
Each older sibling got a note. A note from the kidnapper that states:
The siblings have been put in a 'camp', so to speak, where they learn not to do thing like that, and get their punishments for it.
They hate it there, and are determined to find their younger siblings, and soon break out.
