This is the central point of Liberty City, a wide cobblestone square, surrounded by small shops. This is where friends go to meet, traveling merchants go to sell their wares, and any given festival is held.

With the recent pirate take over, construction of a new monument has begun in the center of the square. A towering statue of Heather Featherfall, or Heather La Rosa, depending on how you choose to view it, with an engraving at the bottom, 'The best of us all', the same words engraved on her headstone in the nearby graveyard.

The butterfly landed in the square, a small podium had been set in front of the construction site. Julian hopped out of the butterfly, a few of his Buccaneers taking positions around him as he strode up to the podium and waited for the crowd to quiet down.

Jack walked behind the captain at an even pace with his eyes directly forward. He was sure to keep his hand resting gently on the pommel of hisw sword while another dangled free ready to snatch out one of his precious guns in an instant. He soon took his place at the captain's right hand side.

Man the captain is obsessed with her. It was something that Jack didn't quite understand. He had left his family, they had weighed him down. If he had stayed with them he never would have made it to where he was now. Without them jack had nothing to loose and that was what had made jack such a great figure in the pirate world. Jack dropped the thoughts after a few seconds a stare listlessly into the crowd.

Rab marched down the street towards the square. He glanced left and right, surprised that the navy presence had been thwarted so quickly while he was in the tavern. As he walked into the square he saw the Captain and some other pirates grouped around the podium. Rab walked up to the area infront of the podium and stood to face it.

Victoria smiled at the screams that sounded off at the sight of her undead army. The screams filled her with glee. Yet she didn't let any of the undead attack but rather stand and stare up at the podium.

Jack glanced over at the captain after a few minutes. "Sir I believe they are ready to hear your words." Jack was as emotionless as ever in his words and actions. He turned his attention back to the crowd and kept his hand resting on his scimitar.

The Capitan nodded, cleared his throat, and spoke clearly.

"Citizens of Liberty City, Fellow Pirates, Thugs Thieves Assassins Rapists and the like, Navy Prisoners and soon-to-be Slaves or Animal Feed, Lend me your daughters!"

The Capitan chuckled, watching as his comment rippled through the crowd of people, his reputation as a pirate second only to his reputation as a womanizer(or romantic sex-god, depending on the side of the story told).

"As some of the more observant of you may have noticed, the city has fallen, the Pirates now control it. Welcome to Liberty City liberated. Effective immediately are the following. Any age restrictions are now lifted as legal requirements, you may set your own. Prostitution, light drugs, weapons of all kinds, slavery and contraceptives are all now legal. Gay marriage, legal. Any laws based on the morality of the issue, legal. Organized dueling to settle disputes otherwise solved through violence, LEGAL. Punishments for anything that hasn't been so far mentioned come down to either enslavement or death, and unless the guilty party is supporting a wife and kids or the like, selling of all their goods and possessions, and combined with their money, are to be split between the victim's remaining family, and the city. Anyone who has thus far made their livings through illegal means, either find a new job, or join the army. All merchant vessels are to be flagged and armed for identification in future. If any navy bastards give you trouble, give em' some trouble back. Any questions?"

Jack wasn't surprised at how the captain spoke at that moment or the things he said. It proved one thing though, the Captain had some sort of morals left in him. The exceptions showed it. Though Jack started to wonder if they were going to rebuild any parts of the city that they had destroyed, maybe a nice memorial where the Navy tower had once been. Jack kept his faceless stare though as he looked out into the crowd almost hoping that someone would object to this so that he could just slice them down.

A crooked smile came over Victoria's lips. This sounded like it was going to be a fun place to stay for a while, especially with the small army that she now controlled.

Rab leaned on a lamp post waiting for the captain to give his speech. Then he began, and Rab rolled his eyes. I know we're pirates... but jeez, a little overboard? he thought to himself. As he listened an idea crept into his head, now that the navy no longer controlled the city, there were surely buildings that belonged to no one, and he wondered if he would be able to claim a piece of this city for himself.

Molly walked down into the courtyard an listened to the captain's speech. His changes were drastic but she could get used to them rather easily. She looked around searching fo any one worth while but really didn't see any one.

Elle arrived just in time for the Captain to make his speech. She listened a bit lazily, surprised at the words coming out of his mouth. Then again he was the type to say such things so it wasn't truly all that appalling. Oh well. Wait, why did he tell her to change into something nicer? It was a rather stupid request on his part since there really was no reason to.

"And what if the Navy tries to strike back, Captain?" Elle then asked aloud as Merei from the Tavern walked out to see what the commotion was all about.

Julius stood perfectly hidden on the roof of a building that bordered the courtyard. He could clearly see Elle, Jack, and the ever smug Julian from his vantage point. The crowd of supporters was large enough to be disheartening. He soon caught sight of one of the Naval Officers wandering to close to the crowd for his own safety. Julius was not about to risk his neck for one single Naval officer, one person was not worth the risk. Instead Julius just watched from above to see what was about to occur.

"Aye Elle, there be a reason why I be wantin' Liberty. The shipyards... We're going to have a few surprises built for yer b*****d father before we leave. Things that I'm only just coming up with now. Aye... I can see it now, That layabout b*****d Julius coming over in his little wooden dinghy, and then BLAMO, artillery from out of no where."

While Julian was busy making snide remarks, Khane was crounching right next to Julius, without him knowing. He tapped Julius on the shoulder with a gauntleted hand.

"Well fancy meeting you here... You going to pick off Julian, or are you just watching the festivities?"

Khane had brought with him a high powered rifle, unusual for him, but not unheard of. The rifle's scope had a video up link to it, obviously so that a full length video of all kills made could be sent along with a list to Julius.

Julius eyed Khane mainly catching sight of the rifle, "Just a spectator for now. He has too many people guarding him right now." Part of Julius was grateful that part of his ship's design had thus far come through. Threst would be found out in time. "I unlike some people like to meditate on an action before I take it." Julius' plans needed to be thorough and marked to the last point of possible variation caused by any number of sources.

Jack's grip on his sword became a bit more firm as he caught a slight shimmer from above out of the corner of his eye. He couldn't be certain of what it was but he could be cautious of it just in case it turned out to be a last stand from some renegade navy b*****d. "Sir I think it's best that we make our leave, any other questions can be answered in private if necessary or by paper." His tone remained the same unemotional monotone that he usually carried about him. His eyes scanned through the crowd for any threats in range.
