I was confused, because it is in the outerwear section. But it looks like a dress to me, could it be worn simply as one? http://www.marymagdalene.jp/ Its under "Outerwear" The second one on the list.

The materials say suede [faux suede?], so it's a jacket. Probably not a very warm coat, worn in the fall and not winter, but it is for wearing over a dress rather than as a dress, it looks like.

It says コートワンピース, which means coat one piece. So, you could wear it as a dress, but I would suggest wearing something underneath since buttons could come undone xd

There are a lot of rules to lolita, why you would say there are none is beyond me. Wearing underwear as a dress would not only be a huge faux pas, but look incredibly tacky, immodest, and not lolita at all since "underwear" in lolita means bloomers, petticoat and whatever else you have under your blouse.
These are not things you wear in public unless you want to be mocked or stared at ruthlessly.

YOU go outside in your underwear to the middle of a shopping center and see how much of a "dress" it'll be. And do please take pictures. They do that in japan(well the girls do, some although mostly its either matching underwear or swimsuits) and that guy in NY does it too XP Ha ha ha its kinda funny in a way,
