The first thing that stands out to me is that her torso is too long. It might be an illusion that clothes are pulling on me, so you can ignore this comment if you don't like it.
Her neck is really long. I think it's okay, since I've seen some people with really long necks before too, but just in case you didn't want her to have a long neck, I tried to shorten it.
The hands were a bit small to me, since I draw freakishly huge hands. Just remember the length of a hand is about the length of the face, OR from the chin to the eyebrows.
Sorry I don't have any ideas for a background. You could probably design some complicated layout with some clock faces, hourglasses, cogs, and stuff though.
I love the creativity you've shown in this picture, and hope you can finish it up and color it ^^; It has a lot of potential.
