Is anyone capable of taming the vicious Azrael and able to call him their Bonded?

I don't think so but he was able to tame and bond someone to him!

Character Description: His wings were chained and attached to his collar by Azrael so that he can not escape. He can still fly slightly, but not for great distances. Though he and Azrael hated each other at first, they have grown to stand each others company.
