The Alliance:
Split between a military and democratic rule, the Alliance maintains a healthy cooperative between the two. The Capital City is ruled by an elected council to maintain planetside conditions while the Alliance, being the military arm of the Cestian people, frequently involves itself in the bettering of the entire nation. This has lead to a profoundly traditional society only supplemented by the intermixed races of Humans, Klingons, Romulans, and new additions to the colony. In times of crisis, the Capital City Council readily and willingly steps down from power to allow the Alliance to assume absolute control. When under military rule, a new council is temporarily established out of all major ranking officials within the Alliance with Kelvinar Jitsun acting as the Council Leader. Where all officials on the Alliance Council can act independently pertaining to their own commands, they still convene in conversation when weighty decisions must be made. To this time, this has not yet occurred.


STARBASE "ESSENCE" [Crew: 4000(armed)/4000]:
Representing the Beta Quadrant Hub of the Alliance Central Command and Internal Security of the Alliance, the Starbase "Essence" has become a key location for Alliance affairs, second only to the Alliance Command ships she services. The entire station's powerful forcefields are never brought below full operating efficiency, with her backup forcefields always active, to prevent beam outs in the event her shields drop. As per new Alliance procedure, ships arriving to dock must match their shield harmonics to the station's in order to enter, thus allowing the starbase to never open itself for fire. Within the station, all areas are sealed off from visitors with only the lower levels of the Promenade, the docking bays, and adjoining passageways being left open. Two of the three the docking bays are reinforced with weapon emplacements and a "rising level" architecture to allow defenders the best defenses if they are boarded through the three ship docking pylons. The third docking bay, the only one at the top of the towering arms, has been retrofitted to act as the staging point for the Alliance 1st PIC Regiment, where rapid onloading of personnel, transports, and equipment can be done onto the Alliance Battle Barges. Alliance security has been heightened since the last infiltration...


SAWS - Starship Approach Warning System:
Utilizing ground installations and space based satellites, the "Cloister" Communications Array has been tied into a new development by the Cestus Alliance, codenamed "SAWS", to provide three hundred and sixty degree coverage around their homeworld of Beta Cestus III. What this system does is directly dependent upon the functionality of the "Cloister" Communications Array as a 'sensor point' for detecting approaching starships. Since the array is actively scanning, every sensor pulse it emits (which is continuous), the various ground and spaced based components 'bend' the sensor pulses around the surface of the planet and into space, thus eliminating any "sensor shadows" that present themselves from the planet 'obscuring the view' of the communications array. Based upon technology from an ancient earth defense project called 'PAVE PAWS', the Alliance has secured their homeworld from every detectable threat possible...


DESCRIPTION:
Beta Cestus III is a simple M-Class planet in the Beta Cestus System. It is a temperate planet with weather that is not too hot, and not too cold. The only extremes are at the Poles where it can get well below freezing. The landmasses consist of five large continents with frozen landmasses making up the areas at the poles. The main colony is located on the Biggest continent near the equator where temperatures are the most comfortable, as well as the abandoned Romulan Ore Refinery which has been retrofitted to act as the site of a second colony. The planet's atmosphere is much like that of Earth's, with only a little more oxygen in its atmosphere, but not enough to cause health problems or fire dangers. The planet is only slightly bigger than Earth as well, making everyone weigh approximately 20 pounds heavier. However, this is easy to adjust to after a few days.


LOCATION:
Beta Cestus III is located relatively close to Deep Space 12 in Sector E-13, and as such gets regular supply shipments for the Space Station. At least until the colony can create their own food and supplies with replicators and other technology. But with the recent liberation of Beta Cestus III at the hands of its own colonists, the main settlement is finding and adapting new ways of becoming self-sufficient, even while new settlers arrive from other colonies in the Alpha Quadrant.


PEOPLE:
The people of the colony on Beta Cestus III are friendly and hard working people. Over all, the people and the atmosphere of the colony is calm and enjoyable. However, the Romulan occupation of the planet has had lasting consequences on the inhabitants. Where they were a peaceful and, generally, a pacifist group, a group of colonists led by Kelvinar Jitsun were forced to take drastic measures to remove the Romulan forces from the planet. Now with the planet under the protection of the new Cestian Alliance, peace has returned to the planet. Unfortunately, the people are still weary of invaders, even though they now have their own defensive fleet and military...


Capital City [Population: 34,200]: - Departure 1A23 Scheduled for Arrival on 12-12-10
The capital city, converted from the main settlement, is a highly trafficked and exponentially growing metropolis. From dirt streets and basic colonial infrastructure to state-of-the-art independent technology and engineering, the Capital City now stands as the most aesthetically pleasing and advanced civilian center in the region and rivaling many with out. The new Capital City now occupies the vast tracts of land located around the river Yuka'tes (you-cot-steez) and two of its main tributaries (Tolin and Trimark), forming a kind of 'Y' shaped formation with the two tributaries flowing from the south against the southern flow of the Yaka'tes. A moderate sized island was formed from the division of the currents. The settlement, and later the Capital City, are built around this junction of nature.

The vast majority of the population is located along the single throat of the Yuka'tes, dubbed the Yuka'tes District, named after the main river. This District houses most of the residential, economic, and commercial buildings of the capital city and spans both sides of the river, unlike the other two. The settlement military complex, housing an uplink system to the starbase 'Essence' along with being the barracks of the Colonial Marines, is located upon the island of the river, is called the U'tarin District, a classic Cestian word, along with a small portion of the Capital's population. Across the Tolin, one of the smaller tributaries, sits a rough quarter of the city's population nestled comfortably around the settlement's hanger bays. This population and the Hanger Bays belong to the Starlight District. While each of these portions of the capital city are, technically, cut off from one another, an extensive, three part (Cargo, Military, Civilian) Magnetic Rail system connects the city, allowing for the easy transportation of equipment and people. The Civilian Line is a two lane rail that towers three stories above the ground below. The Cargo line is a single lane but much broader platform a single story above the ground. The Military line is securely hidden below the Capital City's infrastructure. If you don't feel like taking the train, bridges span all the rivers at most points.


Colonial Marines[Crew: 1500(armed)/1500]:
Born out of the Rebel contingency force left on the planet during the Rebellion while separated from their Naval brothers, the Colonial Marines were the first to step foot into their homeland after the occupation. They quickly established order and removed any elements of the existing Romulan government that had been left behind. They constructed their colonial military complex upon the smallest portion of the city's population isolated between the two tributaries of the Capital City's area. Their Commanding Officer is Jim Trevon, a personal friend of Kelvinar Jitsun from even before the occupation and rebellion.

1st Alliance PIC Regiment (3000 personnel)::
Introducing the first of its kind, the 1st Alliance Planetary Invasion Combat Regiment takes the primary role of exactly what it's namesake is: planetary invasion. The force consists of three thousand combat ready shock troops and their logistic support along with various transportation and assault vehicles. The Fargo Legion, nicknamed after their base of training in the Fargo Wilderness military installation in the Forge Region of Beta Cestus, has yet to experience their first live fire invasion. However, after several invasion force exercises ranging from rapid orbital deployment to surgical combat strikes, Commander Kelvinar Jitsun, creator and leader of the Cestus Alliance, finalized the Fargo Legion as the Alliance's 1st PIC Regiment, paving the way for the fledgling super power.

CLIMATE:
The climate is fair over most of the planet's surface, while colder temperatures dominate the poles. There are some small desert areas in the mid-range of the landmasses due to the moisture being mainly focused around the equator, but, for the most part, its a temperate planet to live on.


RESOURCES:
Beta Cestus III has no real resources to speak of since it is still a relatively new colony, but the planet has fertile volcanic soil around much of its equatorial region, meaning that agriculture may one day be this world's biggest export. These resources do exist, along with the Dilithium ore located in the asteroid belts littering the system. This precious ore is in high abundance, but currently claimed by the Romulan Occupation Forces that are operating out of those belts.


OTHER SYSTEM INFORMATION:
Beta Cestus I, II, IV, and V are all uninhabitable worlds. Some are completely frozen over with temperatures far below freezing, while others have molten surfaces. Beta Cestus V is the largest planet in the system, and is a massive gas giant composed mainly of methane and hydrogen. There is also a large asteroid belt between Beta Cestus IV and V spanning thousands of kilometers. These asteroids have Dilithium deposits that can be mined, and it is these materials that the Romulans seek. In fact, these are the reason they overtook the system several years back. Located on Beta Cestus II is a small, hidden Alliance Outpost deep within the icy snow of the planet with a meager garrison of only twenty. It's primary purpose is to study the planet it is based upon as a possible future colony. It also provides the occasional sensor sweep of the space above.

Kalinin brought the Orwell out off warp at the edge of the system and switched to impulse power. It had been a journey of no particular high or low points just what Kalinin liked, no surprises.

‘Uss Orwell to beta Cestus III ,this is Lt Kalinin arriving from starbase 12 please respond’ Kalinin said into the com unit ,sending a message to the new born colony

It toke longer then Kalinin expected for the corresponding greeting to arrive but such thing were to be expected when he consided the status of the colony
‘this is Beta Cestus III we have you on scanners , welcome to our neck of the woods, a landing zone has been made available for you . Beta Cestus out’

Kalinin looked over at the coordinates sent to him and changed his course slightly before sitting back and watched the screen as a point of light began to slowly grow on the forward view screen.

The Orwell entered the atmosphere on impulse power and made it way down to the landing point. There was a storm brewing in the northern atmosphere heading in the direction of the continent near the equator but would be several hours before it hit. However is was causing turbulence in the up atmosphere . Kalinin had to boost power to the stabilisers as he brought the ship down . as closed in on his set coordinates he could see the artificial structures that made up the main colony . landing on the boundaries the colony in a open field ,he powered down all non essential systems and made his way out

Kalinin would soon make his way out of the runabout and begin unloading his cargo, but what he didn't know was that someone had been watching him...

Is the enemy ship still on scanners?

A Klingon warrior sat in the command chair of a 22nd Century Bird of Prey as he watched the viewscreen showing the Orwell make her way down to the planet.

Yes Captain. It has landed on the surface. Scanners show that it was carrying worthless cargo. However, the ship itself is a Federation vessel, and has many Federation technologies... But it does not show up in any Federation data banks.

The Captain stood up and slammed his hand onto the chair's armrest in excitement. A battle would soon be waged! And a glorious victory would soon be won...

An Independent Starship! Bring the cloaking device online! We shall wait for this PetaQ to show himself... And then...WE STRIKE!!

Kalinin made his way out of the runabout . As he left the threshold of the vessel he covered his eyes from the glare of the sun.
‘there is nothing like a real sun to illuminate your day’ he chortled to himself before he begin to unload the cargo on to the platform waiting him. From here the cargo would be taken to the necessary areas were it was needed. Most of this was completely computerized and as soon as it was logged he would get his credits . ‘well this has been relaxing mission’ he told himself as he unloaded the last of the crates

The Orwell raised of the ground and into the atmospheres coming out in orbit of the planet. Kalinin input the coordinates of star base 12 and set off at maximum impulse. ‘Computer scan the area and when we are out go the gravity well of the system go to warp

The Klingon warrior stood, looking once more at the viewscreen as the Orwell began her trip out of the system.

The prey emerges, Captain...

Bring us into position... Charge weapons... Closer now... Closer... DROP CLOAK AND PREPARE TO FIRE!!!

As the Orwell made her way towards the outer end of the system, the bird of prey suddenly decloaked off to her starboard side, weapons charged, and ready to fire!!

'what in the prophets name is going on’ Kalinin cried taken by surprise. a unidentified vessel had just decloaked , with her disrupters primed.
‘raise shield ,power up weapons’ kal shouted to the computer already send the ship in evasive maneuvers . ‘this is the united federation of planets vessel uss Orwell to unidentified vessels, identify yourself and your reason for being here’

The Klingon commander jumped from his seat and punched his bridge officer who'd misidentified the ship as a neutral party. Though... Technically speaking... Everyone out here was a neutral party unless they were an actual member of the government institution they were representing. A Captain in Starfleet. A Commander in the Romulan Star Empire. Or a Captain of the Klingon Empire...

Get me another officer! One that can actually READ the instruments in front of his eyes! Weapons Officer, give them our reply...

As Kalinin attempted to make contact, the Klingon ship's "reply" shot across the expanse between the two ships to slam into the runabout's shields, doing damage and rocking the smaller ship from the impact...

The Klingon Vessel barely registered the jolt as the smaller ship's weapons made contact with their shields. But the Commander had a different plan this time...

Bring engines to full and dive across their side, starboard to port and fire at will!!

The Klingon vessel shot forward, diving over the Runabout as its weapons fired at the other ship's shields. As they forward weapons struck, they sped past the opposing ship, and fired their aft weapons, those also hitting the Orwell's shields for maximum damage. How much more could the Orwell take?

A fire broke out in the back of the cockpit and one of the panels exploded ins a shower of sparks. Anymore shots like this and the Orwell would be dust faster then if its warp core exploded. The enemy vessil was faster and had more weapons the tiny runabout. This was turning into a battle that could not be won.
Kal open a long range transmission while the enemy ship was turning. ‘this is the Uss Orwell to any one that can hear me. I am under attack by a unidentified vessel ,assents is required. ending transmetion. Kalinin brought the ship around to face his attacker and fired a volley of 2 phasers and a micro torpedo

Captain, our shields cannot take many more strikes...

The bridge shuddered as the torpedo exploded against the shields of the Bird of Prey, and the Captain looked to his tactical officer.

We still have a hull left, do we not?! Continue firing! Bring us around, fire port disruptors and fire again with our forward weapons once we are in position...

The Bird of Prey spun about and fired its weapons at the damaged Runabout...

'buckling in the port ‘Nasal , fire broken out in aft compartment, transporter systems offline’
The computer reported the damage the ship was receiving but Kalinin couldn’t help but smile , with one good shot the turn of the battle had turned slightly in his favor. If he could get in one more good hit in again the enemy ships shield would fail. The runabout was brought about using emergency thruster maneuver that brought it around so that is was once again facing the bird of pray. Kalinin put the ship on course that would skim its shields . at the last possible moment he fired both phasers and photon before traveling over the bird of prey
