His stomach can only tolerate candy, this is just how he is. Now, eating all year is bad. Candy would make Jack weaker, and less of a God figure. Halloween candy, on the other hand, now... that is what makes Jack, Jack.

maybe he's got like a fast metabolism that works with candy. the candy gets transformed into energy cells that supply Jack with his power.
