This thread is for Out Of Character talks and discussions, and until things really start to get going, will likely be the main source of activity within the guild where ideas can be discussed, debated, or otherwise.

As for rules, obey the Gaia Terms of Service at all times, and lets be respectful. Cursing is allowed of course as we should be mature enough to handle such things, but massive overuse of such words in a derogatory manner will likely result in a banning after three consecutive warnings.

Article I
I am a member of Starfleet, fighting in the forces which guard the Federation and our way of life. I am prepared to give my life in their defense.

Article II
I will never surrender of my own free will. If in command, I will never surrender the members of my command while they still have the means to resist.

Article III
If I am captured, I will continue to resist by all means available. I will make every effort to escape and to aid others to escape. I will accept neither parole nore special favors from the enemy.

Article IV

General Order 1 (PRIME DIRECTIVE)
As the right of each sentient species to live in accordance with its normal cultural evolution is considered sacred, no Starfleet personnel may interfere with the healthy development of alien life and culture. Such interference includes the introduction of superior knowledge, strength, or technology to a world whose society is incapable of handling such advantages wisely. Star Fleet personnel may not violate this Prime Directive, even to save their lives and/or their ship unless they are acting to right an earlier violation or an accidental contamination of said culture. This directive takes precedence over any and all other considerations, and carries with it the highest moral obligation.

General Order 2
No Starfleet personnel shall unnecessarily use force, either collectively or individually, against members of the United Federation of Planets, their duty authorized representatives, spokespersons, or designated leaders, or members of any sentient non-member race, for any reason whatsoever.

General Order 3
The sovereignty of each Federation member being respected in all things, Starfleet personnel shall observe any and all statutes, laws, ordinances, and rules of governance currently in effect within the jurisdiction of a member planet. Violators of such ordinances will be subject to such punishments or corrections as shall be determined by local governmental bodies.

General Order 4
If contact is made with hitherto undiscovered intelligent life-forms, under no circumstance shall Starfleet peronnel, either by word or deed, inform said life-forms that worlds other than their own or intelligent life-forms other than their own exist outside the confines of their own space.

General Order 5
In cases of extreme emergency, Federation special representatives are empowered to assume emergency powers to deal with a condition or circumstance that is deemed hazardous to the welfare of Federation citizenry. Within the scope of these emergency powers, duly authorized civilian personnel may assume temporary command of Starfleet vessels and/or personnel to deal with the emergency. Starfleet personnel must submit to their authority for the duration of the crisis.

General Order 6
The request for emergency assistance from Federation citizenry demands unconditional priority from Starfleet personnel. Such personnel shall immediately respond to said request, postponing all other activities.

General Order 7
No Starfleet vessel shall visit the planet Talos IV under any circumstances, emergency or otherwise. This order supersedes General Order 6. Any transgression of this general order shall be punishable by death.

General Order 8
Upon sighting a warship within Federation space and identifying it as belonging to a foreign power, the commander of the Starfleet vessel shall determine the reason(s) for that craft's presence in the vicinity. If there is conclusive evidence that the vessel has hostile intentions, the Federation vessel may take appropriate action to safeguard the lives and property of Federation members. In such cases, the commander may use his discretion in deciding whether to use force to disable the hostile vessel. However, care should be taken to avoid unnecessary loss of sentient life.

General Order 9
No commander of a Starfleet vessel, military or auxiliary, may grant political asylum to any individual without first being given express permission to do so by a representative of the Federation government.

General Order 10
If there exists eyewitness testimony by senior officers or similar verifiable evidence that an individual has violated the Prime Directive, said individual may be relieved of duty by a duly sworn representative of the Federation government and placed under immediate arrest. The governmental representative shall then take such action as he deems necessary to minimize the results of the violation.

General Order 11
Starfleet officers with the rank of captain or higher are granted full authority to negotiate conditions of agreement and/or treaties with legal representatives of non-Federation planets. In such circumstances, the acting officer carries de facto powers of a Federation Special Ambassador. And and all agreements arranged in this manner are subject to approval by the Chief of Starfleet Operations and the Secretary of Starfleet.

General Order 12
Federation officers may violate Neutral Zone areas as designated by treaty only if such action is required to save the lives of Federation citizens under conditions of extreme emergency.

General Order 13
Except when orders state to the contrary, Starfleet personnel will respect the territorial integrity of independent planetary systems and governments, and will not violate territorial space belonging to such worlds.

General Order 14
Starfleet peronnel may intervene in local planetary affairs to restore general order and to secure the lives and property of Federation citizens only upon receiving a direct order to do so from a civilian official with the title of governor or higher.

General Order 15
No officer of flag rank shall travel into a potentially hazardous area without a suitable armed escort.

General Order 16
Starfleet personnel may extend technological, medical, or other scientific assistance to a member of a previously unrecognized sentient species only if such assistance in no way compromises the Prime Directive or the security of the Federation or Starfleet.

General Order 17
Starfleet vessel captains are to consider the lives of their crew members as sacred. In any potentially hostile situation, the captain will place the lives of his crew above the fate of his ship.

General Order 18
Upon being accused of treason against the Federation, Starfleet personnel may demand a trial conducted by the Federation Judiciary. If the individual is acquitted, Starfleet Command shall have no further legal recourse against the accused in said matter.

General Order 19
Except in times of declared emergency, Starfleet personnel may under no circumstances convey personnel or material between planets or planetary systems when there is reason to believe that said personnel or material may be used to conduct aggression. This order applies to independent worlds within the Federation as well as to Federation members.

General Order 20
Officers and personnel of Starfleet Command may employ whatever means necessary to prevent the possession, transportation, sale, or commercial exchange of sentient beings held against their wishes with the boundaries of Federation space.

General Order 21
No Starfleet personnel, either officer or enlisted, may offer his services to an independent foreign government without the express authorization of the Federation Assembly.

General Order 22
As the rights of individual expression and free discourse are considered sacred, Starfleet personnel may debate the policies and decisions of their governmental representatives privately at any time, to the extent that such discussions do not violate their command oath or specific duties to the Federation per these General Orders or Starfleet regulations.

General Order 23
When verifiable proof is presented to the senior commanding officer of a Starfleet vessel or post that a Federation representative may currently be acting or have acted in the past to violate the Prime Directive, the officer may relieve said representative of office, then assume the full powers of that office pending a full investigation by governmental officials.

General Order 24
If a commanding officer deems that an individual or group of individuals pose a threat to Starfleet personnel or Federation civilians, he may take any action deemed necessary (including force) to secure the safety of those threatened.

General Order 25
Civilian and military personnel taken into custody by Starfleet personnel during times of extreme emergency shall be accorded proper treatment consistent with their rank or station, insofar as such treatment does not compromise the security of the Federation or Starfleet.

General Order 26
No member of a ship's complement or other ground-based installation can be held directly accountable for the actions of their superiors. Similarly, no member of a ship's company or other Starfleet personnel will share in disciplinary measures taken against the Commanding Officer(s) if said individuals were not directly involved in the actions leading to disciplinary measures. This order extends to conditions involving proven violations of the Prime Directive, where proof of such violations exist.

General Order 27
No member of Starfleet shall be required by the assignment of standard duties and responsibilities to undergo extended separation from his family if family members can be reasonably provided for aboard ship or as a part of an existing Starfleet installation.

General Order 28
No officer of command rank shall be removed from command status unless such action has the complete and unqualified agreement of at least three senior officers present. Whenever possible, such officers shall include the ship's First Officer, Chief Medical Officer, Counselor, and one junior officer of command station.

General Order 29
The primary responsibility of the commander of any Starfleet vessel or installation is the welfare and safety of his crew, including any civilian members. No action may be taken that creates an unwarranted threat to the safety of those individuals udner the officer's charge, except in the line of duty and when otherwise unavoidable.

General Order 30
Starfleet Command recognizes the right of each ship commander to interpret the specifications of the Prime Directive as he sees fit, consistent with the conditions of other existing general orders in effect, and based upon circumstances that may arise in dealing with newly discovered sentient races.

General Order 31
The conditions and specifications of the Prime Directive shall henceforth apply to all sentient life-forms discovered, whether they are of natural or artificial origin.

General Order 32
Except in the case of an extreme emergency, no Starfleet commander is authorized to order his ship to travel faster than Warp Factor Five (unless equipped with improved warp nacelles) without express permission from Starfleet Command.

Do you know how that information came about? As far as I know it was never released onscreen. I hope you don't take offense to my questioning. I'm just trying to cover my bases. I want to make sure its cannon information before I try to implement it, mostly to be fair. I don't want to claim something that isn't true. xd

I WILL, however, be using at least one thing that isn't cannon. My personal ship, which will act as Command Ship of the area, and is there mostly to uphold rules etc, will be of my own design. I know that scares alot of people, but I kept mine toned down. It is within the limits of all previously created Federation Trek ships as per capabilities. If you're interested, heres what she looks like, and some information about her. Her only close competitor is the Prometheus Class, and even then, strength wise, she is overall less powerful than the Prometheus, at least in theory. I designed her like that. The Prommie is my favorite cannon ship design, and I didn't really want to rain on her parade.

Designer's Notes
Class History -
The Ragnarok Class Starship started out as a competing design for the Starship that would eventually become the Prometheus Class. However, soon after its conception, the design team found that the Prometheus concept had much more power, and as the contract was to be awarded to whatever design team yielded the most efficient combat oriented starship, the Ragnarok Class was cast aside, still left on the drawing board, having never been fully developed, and the Prometheus Class would go on to be the most powerful ship in Starfleet's Line.

But the curtain would not stay lowered on the Ragnarok Class forever. As Starfleet pressed onward towards the 25th Century, they had been crippled by attack after attack by the Borg and Dominion wars. Resources had thinned considerably over the last few years, and Starfleet's vision shifted towards ships that were cheaper to build, efficient, and that could serve multiple roles. During the confusion as design teams rushed to submit projects, one team rediscovered the Ragnarok Class Concept in storage, and set to work refining the design to be more efficient and cost effective.

The Ragnarok Class won out over many other concepts and was put into production in late 2376, the first Prototype Vessel being Commissioned as the USS Ragnarok in mid 2380 with the Prototype Registry NX-75000. In the ship's shakedown cruise it performed remarkably, exceeding the requirements set forth by Starfleet.

Ship Systems Overview:

Propulsion-
The final design of the ship included many systems that had been tested and used in Starfleet's various other ships of later years. Concepts and designs were borrowed from the Prometheus, Sovereign, Intrepid, Defiant, and Galaxy Classes making it perhaps the most efficient starship to date. For main power, the ship contains two highly efficient warp cores that make use of the most advanced knowledge of warp fields and the warp barrier. While only one is needed for operation of the ship's systems, having two such cores allows the energy for warp speed to be evenly distributed between both systems, and allows both to operate at a lower range of power ideal for maximum efficiency of the warp drive. This dual core setup also allows for a much more powerful weapons and shield system than traditional single core setups.

However, having two warp cores makes the possibility of a Warp Core Breach Far more dangerous. Thus, the Ragnarok Class borrows from the Sovereign Class in that it can create a powerful modulating force field around both Warp Cores to protect the systems from harm, as well as large amounts of Ablative Armor around Main Engineering. In the event that a Warp Core Breach is imminent, one or both of the cores can be ejected via a hatch located on the dorsal side of the starship. This hatch is protected by Deflector Plating as well as Ablative Armor. The ship's warp systems also make use of the technology first used on the Sovereign Class starship to limit Subspace damage, and allow the ship to cruise at a speedy Warp 9 with a maximum speed of Warp 9.99 for an unreleased amount of time, thus possibly rivaling her old competitor, the Prometheus Class.

In addition to having powerful Warp Engines, the Ragnarok Class also takes advantage of an older technology that has been redesigned and applied to its Impulse Engines. Unlike most other Starfleet vessels, the Ragnarok Class is outfitted with a "Thrust Vectoring" system on all four of her Impulse Engine Manifolds. This system allows her to vector the thrust from the Impulse Engines in several different directions, which allows for maneuverability unlike any other ship of her class, and much more akin to the smaller Intrepid and Defiant Class Vessels. The uses and enhanced efficiency of this system allow the Ragnarok Class to use impulse power to perform the movements normally reserved for RCS Thrusters, conserving the thrusters for more dire situations when Impulse Power is unavailable.

Weapon, Defensive, and Computer Systems-
The Ragnarok Class sports the most advanced weaponry and defensive systems that Starfleet can offer. Borrowing from the Sovereign Class once more, the forward torpedo tube is equipped with a Burst-Fire Quantum Torpedo Launcher. This tube is the main torpedo launcher, and the only forward facing torpedo tube contained within the ship. The Ragnarok Class also sports two aft torpedo tubes capable of firing single Photon Torpedoes in quick succession with a new reloading mechanism unique to this class of Starship. Borrowing from the success of the Defiant Class, the Ragnarok Class is also equipped with two pairs of Twin-Pulse Phaser Cannons for maximum efficiency when dealing with enemy shields and weapon systems.

The ship also boasts the latest Ablative Armor, Regenerative Shielding, and the first ever deployed Temporal Shielding on any starship. The Temporal Shielding is crude at best, and is actually an offshoot of Regenerative Shielding by allowing the frequency of the shields to fluctuate at the temporal level as well, but still allows the ship to withstand effects from local temporal anomalies and offers slight protection from basic temporal weaponry.

Dual Computer Cores are included on the Ragnarok Class Starship to allow for faster data processing, computer backup, data storage, and efficient analysis. The ship makes use of the Bio-neural circuitry first deployed on the Intrepid Class Starship. This, combined with breakthroughs in understanding Borg technology gathered from the return of the USS Voyager and her crew, have lead to the ship's computer system to be the most efficient and most advanced piece of technology ever released onboard a Starfleet Vessel. As with the Prometheus, holoemitters are placed on all decks, allowing the ship's EMH Mark II to access any area immediately in the case of a medical emergency. As with the Prometheus, the Ragnarok Class can be operated by as few as 4 Officers due to extensive automation. Multi-Vector-Assault Mode is not included in the ship's design, however Saucer Separation is possible for emergency, and certain tactical situations. While the Saucer does not sport its own Warp Core, it DOES support a Warp Sustainer Engine, allowing the Saucer to gather energy from the parent ship's warp field and coast on it to safety.

Construction-
The Ragnarok Class is made to be sturdy, yet small and maneuverable. The distinctive triangular hull is designed to allow the most efficient energy consumption while at warp, and also to use as little energy as possible to run the navigational deflector. Her thin side, fore, and aft profiles make her a difficult target to hit, while her phaser strips give her a nearly perfect sphere of phaser coverage. Even from above or below, her triangular hull cuts down on the size of a hittable surface area. Her Main Shuttlebay is modeled after the Galaxy Class, granting room for several small vessels. Her basic loadout consists of 4 Type IX Shuttlecraft in the main bay, and 2 "Delta Flyer" Type Shuttlecraft housed in the Aft Shuttlebay, however this loadout can be altered to fit the mission assigned.

Her Shield Emitters and Structural Integrity Field Emitters are the first of their kind ever released on a starship. They make use of a composite mat of nano-circuitry that equally distributes the energy for the Deflector Shield and SIF across the entire surface of the structure, and is composed of thousands of possible paths for the energy to take to multiple tiny emitters, allowing the ship's shields and SIF to function even after the mats have been damaged by up to 80%.

This advanced technology is actually quite simple and cheap to produce due the nature of the mats themselves. These mats can easily be replicated to fit any size of starship as the mats are uniform in the placement of circuitry. For repair, the mats can be re-replicated, or repaired by nanoprobes reverse engineered from Borg Technology. To date, the Ragnarok Class is the only ship of the line ever to carry a supply of Nanoprobes designed for a purpose other than medical needs. In addition to being heavily resilient, the polymer making up the mats is strengthened to be durable to weapon fire, and while not as effective as Ablative Armor Plating, the mats are capable from acting as a light defense from enemy weaponry.

The ship also contains two medium Holodecks, a small gymnasium and pool, a hydroponics facility, atrium, an observation lounge combined with the ship's galley and lounge, an Astrometrics Facility as opposed to Stellar Cartography, several laboratories, advanced sickbay, and also makes use of the holoemitters placed throughout the ship for individual as well as tactical and mission specific activities.

Service-
The Ragnarok Class is predicted to remain in service for the foreseeable future as a Tactical Vessel, Heavy Long Range Scout, Medium Explorer Class, and as a Science Vessel. The mats of circuitry allow a wide variety of systems to be routed through them, which in turn allows for a wide range of customization and many different mission types. The ship also has several luxurious guest quarters, allowing the possibility for Diplomatic Missions as well. As Starfleet's newest and most efficient starship, the Ragnarok Class is sure to be serving long into the 25th century.

*downs a mouthfull of the Whiskey, squinting, momentarily, from the burn of the alcohol, but eventually returning to a smiling face, again* Ahh! That's the stuff! According to my sources, there've been books released in the past written by Gene Roddenbury himself, that contain the Prime Directive, and the other General Orders, as well as the Code of Conduct. I'm not sure where you can find these books... Maybe Amazon?... But they're definitely out there, and I'm almost 100% sure that those materials are in those books. Or at least, one of them.

Bah! I've had to "Fill in the gaps" so to speak with the Romulan ships with some designs that may not be canon... But if nothing else they've been in games before, and I can balance them right. xp And alas, one fan made Klingon design. gonk

Update!!!!

As of 11:43PM PST on November 16th, 2007, all the player ships for all Governments have stats.

Baseline tasks remaining are...
1) Add the base weapons/ weapon upgrades for Klingon and Romulan ships.
2) Add the tactical database with basic battle information.
3) Complete the Main Threads
4) Add costs!!
5) Make some beginning areas and missions.

6) Open Guild and start inviting members.
