acrualy, theirs 10 stages. stage 1 would be were naruto was vs. haku, and the beast of bones kimimaru. At stage 10 though, Kyuubi breaks free and would kill Naruto.

Curse Seal does only have two stages. And you only have a 3/10 chance of living (or somthing like that) and you have to die to activate level 2. After you go level 2, you can't move once you revert back (and you have to sometime!) Also, curse seal forces you to be Orochimaru pet. Orochimaru gat the seal from the blood of some poor shinobi who went to him for help. Kyuubi was forsed, but will keep you alive. Orochimaru dosn't even care about Kimimaru after his sacrifice.
