Firstly, I have to say that you're really pretty. biggrin I'm not the thinnest girl in the world either, so I know where you're coming from.
For makeup, I would recommend going for a darker lip color because it would make your really beautiful big lips stand out more. They deserve the spotlight! wink
As for clothes, I like what you have on in the second picture, so stick to tops in that style.
Dresses are really in now, so maybe think about buying some as a way of becoming more girly. They don't have to be sleeveless. Ones with sleeves can look just as good and are handy for winter.
For shoes, I would just recommend to stop wearing sneakers and start wearing ballet flats as a way of becoming more girly. Shoes with a small wedge heel can look good too.
And for hair, I think hairbands would look really good. They make things soooooo much (more) interesting and you can buy (them) for like $5.
