Um...I kind of have writer's block right now, and need a few ideas.

Time’s Oceans

Prologue: The Prophecy
A prophecy is told about two young girls, seemingly indifferent from any other girl entering middle school. What is different about them is that, fate brings them together, not luck. These girls are different, in a way that no one would expect. They were meant to be the guardians of something, something the girls only knew about. All that is known about them is that they were to be born in an underwater colony in the year 3333.

Chapter One: Ocean Breeze’s Dream
“Ocean Breeze, come to Mr. C’s office!” A loud speaker woke Ocean Breeze from her sleep.
‘What is it this time?’ Ocean Breeze was constantly called to the office; she was the first and only kid at New Ocean Orphanage to be orphaned at birth. She took the familiar twisting hallway down to the office, and walked in to find a brunette girl she had never seen before sitting in the small, waiting-room chair, waiting for a tour.
“Ocean Breeze, this is Luinne Carry Louis.” Mr. C pointed at the brunette in the chair. “She is new here, and needs a tour. I believe she’s about your age, and will also be entering Oceanic Heights Middle School this year. Why don’t you get to know her?” He sighed, and continued on. “Luinne is bunking in room 38, you’d better start there. You understand, Ocean Breeze?”
Ocean Breeze whispered a quiet “Yes” and waved for Luinne to follow her. Luinne stood, and Ocean Breeze led her out of the office, and into the hallway leading to room 38.
“Um…Ocean Breeze is a lot to say. Can I call you Ocean?”
Luinne was clueless. Everyone at the orphanage knew that both names were very valuable to Ocean Breeze, and never called her by just one.
“No, they are both my first name, and I want you to call me by both.”
Luinne looked away from Ocean Breeze, pretending not to hear. Ocean Breeze saw the look on Luinne’s face, and tried to explain.
“My name is the only thing I know is mine. There isn’t any way for them to give another kid my name, not mine. If they really could find a way to give some one else my name, they would have done it by now.” Ocean Breeze told Luinne the same thing she told every single kid she met. A tear fell from Ocean Breeze’s eye, and Ocean Breeze knew that this kid would never be her friend; no matter how hard they tried.
As soon as Luinne was safely in her dorm, Ocean Breeze sighed and headed quickly for her own dorm. Running past every other bunk, Ocean Breeze jumped onto the thick fabrics of her bunk.
Ocean Breeze quickly fell asleep.
Ocean Breeze’s long, blonde hair blew as a sweep of air pulled past. She sighed, and saw the thing she wanted more than anything else. A girl with short blonde hair and joyful blue eyes ran towards Ocean Breeze yelling “Ocean Breeze, c’mon, let’s go, or we’ll be late!”

Chapter Two: Oceanic Heights
Oceana sighed as she walked towards the huge, dome-like building.
‘Will this be anything like elementary school?’ She thought ‘All of my friends went back to the surface, leaving me alone, friendless in this stupid colony. It will be impossible to make a friend now, when everyone already has their little cliques!’ Oceana looked around, and her mother was still standing on the sidewalk, waving. Oceana quickly looked away, annoyed by her mother’s ignorance. ‘Why is she doing this? Nobody else’s mother is standing waving at them. How will I live this out?’ She glanced around, and a girl with long, blonde hair stood about 10 feet away, evidently alone.
The girl must have noticed Oceana too, because she was making her way towards Oceana.
“Hello,” The girl said. “My name is Ocean Breeze. What is your name?” This girl, Ocean Breeze, didn’t seem to belong to any cliques, because she didn’t go any closer to the groups of girls waiting to enter the building.
“That’s a cute name, Ocean Breeze. My name is Oceana. Want to hang out after school at the aquarium?” Oceana didn’t hesitate. This may be her only chance at getting a friend.
Ocean Breeze thought for a minute. “Yes, that’d be great. You mind if I bring a friend?” Ocean Breeze sighed, and suddenly waved a girl over. “Hey, this is the friend I’d like to bring. Luinne, Oceana. Oceana, Luinne.” Luinne was a short girl with long, wavy brunette hair.
“Hi,” Luinne quietly replied. Oceana sighed. Is this what her new clique was? Or was it just a trial?
The school bell rang, and hundreds of 12, 13, and 14 year olds came running past.
‘Saved by the bell,’ Oceana thought. Slowly, she walked into the looming building overhead. As she walked, three boys in front of her pushed back a lone boy. The boy was whirled towards her, and she stopped walking to catch him.
“Thanks! Those boys are my older brothers. Well, kinda. We’re quadruplets.” The boy stopped for a slight second. “They’re not all of my older brothers; I have two eighth grade brothers, three freshmen, and one sophomore. Oh, my name is Charlie. Sorry about me going on and on ‘bout my brothers. What’s your name?” He gazed at Oceana, beginning to walk.
“I’m Oceana, nice to meet you.” Curious, she thought a bit about what to say next. “Wow, 9 brothers! How do you stand them all?”
“Those are just my older brothers. I have two little sisters that are like ten older brothers!” Charlie lifted arm and looked at his watch. “Crud, classes start in five minutes! We’d better get going.” Oceana pulled her schedule out of her pocket, and Charlie tilted his head to read it. “I have all the same classes as you! What luck! Let’s go find our homeroom.”
Oceana, Ocean Breeze, Charlie, and Luinne all started on their way through the large school, eager to find their locker assignments, hoping that they were all close. As Oceana approached her locker, she found that only Ocean Breeze was near, Charlie and Luinne were a ways away. She almost cried, but she made herself stop. Nothing could ruin her day.
Ocean Breeze fluttered past Oceana. “Last one to homeroom is a rotten egg!” Oceana laughed hard. Now this was someone who she understood.

I understood as a basic animé storyline, what with the middle school setting and the characters and such. I suggest adding more in what you already have before moving on. For example, (even though I realize you picked them for an apparent reason) cean Breeze and Oceana's names are way too similar.

Also, in the first chapter, you use Ocean Breeze's name repeatedly. I know, it's good to keep reusing a character's name to distinguish their action, thoughts, and say words from others, but I think you should add some description on how they, more than merely her, look. Appearance if key to engrossing the reader.

It is explained through Ocean Breeze's perspective that Luinne would never be her friend. If this is true, why did she refer to her as one while talking to Oceana?

How is there a sidewalk underwater for Oceana to stand on while her mother waves to her?

Are you so sure that the 'rotten egg' phrasing is still in use by 3333?

I am princess_sk8rgrl, and would like to say that Ocean Breeze and Oceana need the big similarity in names, and I would like to say this is NOT anime style. For the first chapter, all the characters are girls, so you need the names inserted. Ocean Breeze refers to everyone as her friends, being that she has no TRUE friends. Ocean Breeze is more of the girl behind the times...Maybe my third chapter so far will help. It is back in Ocean Breeze's view.

Chapter Three

Ocean Breeze shoved her practically empty bag into her locker, reviewing in her head what had happened in the last ten minutes. She finally had the friends she wanted, and when she was around the one, Oceana, she almost felt invisible, special. Oceana seemed just like her, lonely, but strong. Strangely, Ocean Breeze felt another connection between them, one she had felt even before Oceana ad talked to her.

Ocean Breeze's thoughts broke as she took her electronic notebook out of her backpack. Her feet, unwilling to move, seemed to glue to the floor when she spotted the time on her notebook. The little clock leaped foward two minutes as her impatience rose. She felt a sudden burst of energy and walked quickly into class. Just as Ocean Breeze found her seat next to her new friends, the bell rang.
