I found this on the IMDb Doctor Who board.. thought it was very interesting and provides some insight.

Quote:
I believe that there were a lot of clues throughout both series AND Torchwood to prove that Jack WILL become Boe.

First off, the Face was the one who sponsored the safe viewing of "The End of the World". Why would he do that, a giant head in a jar from the 2001st Century (Silver Devastation), with no connection to Earth. Unless he had memories of the planet (Rose, The Doctor, Torchwood) that he wanted to say goodbye to, along with the planet they happened on.

Next, in Torchwood, Jack mentions that he was once pregnant. In "The Long Game", we are told (or shown on a TV screen) that the Face is also capable of having children. Now, I feel it is a bit of a coincidence that Jack mentions it is possible for him to have children, then him telling the Doc he is the face, and then the Face being pregnant (not shown in the episodes in that order).

Then we have the psychic paper. How did Boe know how to get a message on to it... in fact, how did he know that The Doctor had it in the first place. And why call the Doctor? I mean, I know he had to part his secret to a "wandering traveller", but it all seems very specific. He'd only met the Doctor once; unless he is Jack, in which case he'd know the Doctor could help.

At the end of "New Earth", the Face teleported away. Who else do we know with a teleporter... oh yeah, Jack. And whilst we are on the Teleport subject, anyone notice that he teleported to New Earth, not back to the Silver Devastation/anywhere else in the universe? If he didn't have some history with Earth, why does he seem to spend so much time on the rebuilt version? Even as a giant head in a jar, Jack is still trying to protect humanity (using his remaining life force to power the under-city of New New York).

You are not alone... Y/A/N/A. What else can I say... how else did the Face know this... Oh yeah, because HE helped the Doctor defeat the Master.

And the biggest indication (IMO): In "Utopia" The Doctor called Jack an impossible thing. Later, when The Doc and Boe are talking about how long The Face has lived, The Doctor says "Rumor has it that you are billions of years old", to which the face laughs and says "But that would be impossible". Also, the Face called The Doctor "old friend". They had only met 2 times. First time they didn't even talk, and second time they had about 10 minutes to chat. How does that constitute as "old friend"?

Also in Utopia, Martha mentions The Face Of Boe in front of Jack ("Remember what the Face Of Boe said... You are not alone"). Now to Jack, this could be quite confusing, because that was his old nickname. However, it could be a paradox, because if he became the face, he'd know exactly what he'd have to tell The Doctor.

heee!!! I love that evidence!!!

He must have lived in a circle quite a few times....I can imagine...as jack and then a slightly aging jack...then a really old guy...and eventually he just shrinks and grows and a bunch of other crap happens then hes a head in a jar...

I know Jack never wanted to die, but did he ever want to become a huge big face either? Do you think he is actually the face of boe and died, or did Jack come in contact with boe - and is actually someone else? I don't think Jack is really boe somehow.

I'd hate to die - but I'd also hate to become a huge face like poor boe. xp

Just being a big ol' face would be a boring form to a guy like Jack, I'd imagine... lol

I've always figured from season two that the Doctor is going to be meeting up with a younger version of the Face of Boe that didn't look like a great big face and it would be a major shock to him to find that this guy is going to be the one that he had met up with in the future.

I didn't think it was Jack though.

Now see, I kinda agree with the evidence, but in 'Gridlock', the Face of Boe said he was the last of his kind. But Jack was a human.... future human, but still a human.

And how did he become the Face? I don't think he shrunk like fourtysecondscarf suggested. But is he like Claire from Heroes? If he chops something off, will it grow back? And if not, did he get his body hacked off and he continued live, now as the Face? Then how did his melon get SO huge?

Obviously they had met in Boe's past / Doctor's future... like when he met Sally Sparrow...
gah, time travel gets confusing...

Jack's not a Timelord, he was a time agent. Completely different.

Jack is trying to grow a TARDIS though, there's something on his desk but I can't remember what... Russell T Davies talked about it when Torchwood was first featured in the Radio Times xx

It's the coral on the little stand. He's also got the Doctor's 3-D glasses on his lamp.

I don't care what anybody says. I don't care what evidence there is. I don't care if they say in the show, declaring in the name of Fandom and the Holy Tome of Who Canon, that Jack is the Face of Boe, I will never believe that Jack is the face of Boe. It's just one of those things you have to take a stand against. Like the idea of the Doctor being half-human. Sometimes you just have to put your foot down.
