At the end of "New Earth", the Face teleported away. Who else do we know with a teleporter... oh yeah, Jack. And whilst we are on the Teleport subject, anyone notice that he teleported to New Earth, not back to the Silver Devastation/anywhere else in the universe? If he didn't have some history with Earth, why does he seem to spend so much time on the rebuilt version? Even as a giant head in a jar, Jack is still trying to protect humanity (using his remaining life force to power the under-city of New New York).
You are not alone... Y/A/N/A. What else can I say... how else did the Face know this... Oh yeah, because HE helped the Doctor defeat the Master.
And the biggest indication (IMO): In "Utopia" The Doctor called Jack an impossible thing. Later, when The Doc and Boe are talking about how long The Face has lived, The Doctor says "Rumor has it that you are billions of years old", to which the face laughs and says "But that would be impossible". Also, the Face called The Doctor "old friend". They had only met 2 times. First time they didn't even talk, and second time they had about 10 minutes to chat. How does that constitute as "old friend"?
Also in Utopia, Martha mentions The Face Of Boe in front of Jack ("Remember what the Face Of Boe said... You are not alone"). Now to Jack, this could be quite confusing, because that was his old nickname. However, it could be a paradox, because if he became the face, he'd know exactly what he'd have to tell The Doctor.
