She reminds me of the wife of the avatar of the water tribe. She was stuck in the spirit world. Maybe she finally got out and is confused.

Yeah. She's water tribe so it also contributes to the fact the spirit is from the lake (or something water-related)

And I also forgot his name. I only remember Kyoshi and Roku.

Koh was the face stealer. I think they're talking about the second that Koh revealed the face he stole from the wife of a previous avatar. I don't recall them saying anything about that particular avatar being from a particular nation, though.
