Special announcement from U.N.I.T......
Translation Preocupation.......
From the desk of Sargent Davies....

UnClassified

Have you ever wondered if the Doctor actually speaks, reads, or writes in English?

Consider the facts: The first seven forms of the Doctor would have believe that he is the source of a translation ability that allows him and those around him to understand and reply in most if not all forms of written and spoken word. This theory is sustained by the constant dismanteling and loss of the machine known as the T.A.R.D.I.S.
Later it would be claimed that it was the effect of the T.A.R.D.I.S its self, in either case the Doctor is able to translate most if not all languages and project those languages without trying.

So in retrospect it would be very hard for the Doctor to actually learn any language other then his own, because quite simply his own would be the only one presented to him.

If in fact the translation fails only when the Doctor is seriously ill or dying..when he is less likely to actually use the ability, it only makes sence that the power its-self was ment for the Doctor or other Time Lords to understand and be understood, and not a power ment to help those who travel with him.

Second question: Does this ability mold it's self to the companions, while it fails to stay with those the Doctor simply encounters?

It is this departments desire to De-Classify a thought provoking log each week. It will be top priority to see that a topic already out for discussion is not repeated, however paperwork being the mess that it is we ask that the File not be deleted and kept for records.

Departments wishing to submit files for publication need to send them via pm to U.N.I.T HQ

...Addendum Note...
...Blondegoth - Archive Devision...
-Upon closer examination of our file of the doctor, it can reasonably be surmised that the Doctor and does speak English. On a number of occasions the doctor has been seen and heard by individuals who have never met him, via transmitted mediums. Unless the psychic field emitted by the TARDIS can be transmitted through recorded media (A possibility we have not yet ruled out). This would seem to be the case.

Greyhound 159er Responce

There is no confirmed report that the person or aliens hearing the Doctor are the ones affected by the skill. It is possable that the change takes place near the Doctor himself and does not have to change during transmission.

Bravo Golf Sierra Delta Response

That is a reasonable supposition. But in recorded cases -see Sycorax interaction with ex-Prime Minister Harriet Jones for example- The psychic effect would appear to be a receptive effect rather than transmitted. Though we will take your supposition into account.

Greyhound 159er Response

Bravo Golf Sierra Delta the point in question is not how it affects companions, and minor aquaintences but the Doctor himself. Recorded data infers that Ex-Prime Minister Jones was within the Doctors sphere of influence. When the circuit was broken she did not understand them, they however had done linguistic research to understand her. In addition when the "circuit" had been fixed there is no evidence to prove that though they now heard her speak Sycorax that it was not transmitted.

The Doctor has in recent escapades used a Chameleon Arch to become human. While in human form, the Doctor is capable of writing and speaking English. Is this evidence of a capability to speak the language, or part of the memories assosiated with the "John Smith" persona?

Butterfly One receiving...

When explaining to Martha about what the Chameleon Arch will do to him, the Doctor mentions that it will integrate him. I assume this to also mean that it will provide him with adequate knowledge of the language and idioms of the time setting in which the TARDIS has placed him while he is undergoing this transformation. Obviously he would not be able to access his telepathic link with the TARDIS, which he has referenced in other episodes, during the period in which he is human, as he cannot remember it except in his dreams.
