Slytherins have a reputation for being sly, cunning, ambitious, resourceful, and ruthless. If you examine Lockhart's characters and his actions, it's obvious he is all these things. Not only does he hold no qualms about Obliviating people and capitalizing on their rightful glory to achieve fame and fortune, he is willing to Obliviate two children and let another die to spare his own life.
I've sen fanfics where Lockhart was is mentioned as a Hufflepuff, but I think this is as likely as Neville being a Ravenclaw! (No offense meant to all Neville lovers, I like him too.) Presumably this is because Hufflepuff is wrongfully portrayed as a "throw-away" house and Lockhart is a "throw away" character. Honestly though, Lockhart is neither loyal, steadfast, or unafraid of hard, honest work.
