It really depends on your interpretation of the movie.
On one hand, he's the villain. He tried to find Jenova, he tried to turn into Sephiroth, and succeeded on both accounts. He tried numerous times to kill Cloud. Therefore, villain.
On the other hand, he was a fairly lonely boy who obeyed Jenova. You can't blame him. This overwhelming, compelling voice in him tells him to do something. Tells him that she's his Mother. He could have just been trying to incapacitate Cloud without actually killing him. He attacked Shinra and the Turks, who are evil in their own right. Therefore, not a villain.
See? It's all about interpretation. I prefer to believe an odd little mixture of the two, with a healthy dash of yaoi on the side 3nodding

I like to say that he is not a villian at all. Just a lonely boy who is corrupted by Jenova's wishes and the need to be part of some kind of family.

I think he's just too cute to be a villain, and it's sooo sad when he dies... That's like hte most beautiful part... but, if you like Cloud, or any of the other characters better, you might think him as a villain. I think he's god (good/bad).

i dont think hes a bad guy. he loves his family and mother above all else, and would stop at nothing for them...may it be seen as evil...
hes a fair leader too, he healed all those kids..kinda.
