A desk, a shelf, a small table or even on the floor will work. Its up to you.

Goddess, I wish I had enough space in my apartment to have a desk-sized altar... *sigh*daydreams*
Anyhoo, I conquer with everything everyone had said, but I wanted to add one more point: an altar is the place (or one of the places) where you go to commune with the Gods. This in mind, there are a lot of things to consider: placement of the altar itself, what will go on the altar, the altars orientation to your spell-space, etc. I don't tell you this to overwhelm you, rather, I tell you to inspire you. Building an altar is a great opportunity for to add personal expression to your communication with the Divine. There is so much that can be done, and really, it's all up to you.

Some of the rites I want to practice require a nocturnal portal. What in the name of the night is a nocturnal portal and where do I find one? Is it a mirror?

He/she doesn't talk about how to get/make one in any of the books they've written?

Right, I found him.
Apparently it's "a black scrying device". Probably a polished black/obsidian mirror. Though I guess black ink would work?

No, you're talking about a scrying mirror. He's talking about a nocturnal portal. Completely different things. Or maybe they're not... I don't really know what a nocturnal portal is. They just sound like they wouldn't be the same.

I found the Gothic Grimoire by Konstantinos online by Google book search. The page where he mentions the "nocturnal portal" is the description of casting the nocturnal circle, a fancy and completely irrelevant term for a circle casted at night. He additionally mentions the "nocturnal portal" as being "reflective" and "handheld". My best guess is that it is, in fact, a black scrying mirror. Well, when you put it like that, it makes sense.
So then yeah, you can just get a regular mirror and paint it with black paint. Or you can buy one.
