Celestine City is part of a country called Stellvia. Stellvia is a thriving first-world country. It touches the ocean in the east and south, and land of course in the north and west. Dellura is Stellvia's western neighbor, while Rusland borders the north. Stellvia is the south-eastern-ish, shall we say, penninsula of the continent of Epica. Epica itself sits pretty northward on the map.
The mountains are mostly volcanic in nature here, though, as Stellvia sits atop a tectonic 'hotspot'. In fact, the name 'Stellvia' or 'stel-viah' means 'land of mineral' in the language of an ancient culture that resided here.

Celestine city is a prosperous trading and industrial city just ten miles inland of the Stellvian coastline. It is a leading producer of technologies and has many research facilities, almost one for each company with a building in the city limits.

About 10 years ago Stellvia was at war with its neighbor, Dellura. It was a land war with Dellura's empirical dictator seeking to conquer the continent of Epica. It had invaded and seized Rusland to the north. Stellvia had at first just reinforced its border defense but eventually was invaded. Dellura had taken Stellvia's western and northern border in a double assault. Stellvia could only defend against attacks from the north because it was too hard to advance successfully due to terrain. Stellvia was content to sit and camp in the north. The main goal was to try and end the war quickly by spearheading through the frontline and rushing Dellura's capitol, Juna. This was anything but quick, as war ensued for the next seven years. Finally, Stellvia managed to break through and follow through with an unintetupted offense, and plow its way to victory when they overran Juna.
Stellvia has since then aided with Dellura's economic regrowth, mostly because a commonly used tactic was to blow up factories and manufacturing plants to hinder production of arms. Dellura has a democratic republic instituted and is doing well... except for growing concerns on both sides about Stellvia's prolonged control over Dellura's 'recovering' economy.
