each ninja can post there custom clan and custom ninjutsu and maybe it will be approve to create a jutsu for it.

well there is already a temporary blinding technique in the hidden cloud village that you can learn but this technique dont qualify as genjutsu because It dosent affect the opponents psyche only their vision.

Tsukiyomi Chidori
Description: after initiating the Tsukiyomi use the Chidori so that his many shadow images within the mind attack are all powered with the Chidori. they are able to use this many times becuase of the fact that the Tsukiyomi distorts the feeling of time allowing them to recharge seemingly instantaneously.

Thats not an custom clan I mean an clan that is forged off a original style of technique not existing ones. And the techniques cant correlate with each other like that since no one has that kind of chakra to initate an technique like Tsukyomi and chidori simulatneously the require ammount of chakra is too much and Tsukyomi is only an genjutsu technique not an time distorting technique it wouldnt really function as such since you would be very sluggish after using it yourself.
