What artist thought of a Catgirl and who created the first one or yeah I want to know what gave him the idea and how did he know how to draw a cat girl?

I believe the original idea comes from the japanese. The original artist I don't know, but some japanese myths are that cats and foxes can turn into humans to fool people. Thats about all I know thats where I think it comes from.

It might have originated in ancient Egypt the where a few goddesses that were catgirls and there were many cats involed with mythology and all cats were highly charished, so maybe thats were. confused

Bast, the Egyptian Goddess of cats, rain and fertility (I think) may well have been the originator of catgirls, but given she was simply a woman with the head of a cat rather than the 'hybrid' we set as the standard today, there are almost certainly other candidates.
The Japanese tales of the Kitsune may well have at least a passing hand in the whole affair.
