The Takumi Village was renowned for its ninja-weaponry production, with their ultimate desire being that by selling their fearsome weapons to all the Hidden Villages, they would end the need for trained shinobi, being able to gain dominance over the other Countries through how vast their weapons arsenal was, not how skilled their shinobi were. The Takumi Village was constantly pillaged however, as the other Countries saw it as a great threat, and many of their powerful weapons were lost. If the Shiitenshounin revived Seimei, and possessed a limitless source of 'ultimate chakra' in the form of Shukaku, they would be unstoppable and ultimately succeed in taking over the 5 Great Nations and avenging the Village itself. All four members ( Shiitenshounin) are deceased, having fallen in battle against the Konoha and Sand Genin.

Walking through the early morning mist, with his hands in the pockets, he walked through the tangle of trees and whatnot.
He wanted to look as non threatening as possible, so he kept his sword strapped into the sheath so that even if he wanted to weild it, he couldnt without taking the whole sheath off his back first.
He wore his brown coat open, and his Kirigakure headband showed, tied around his neck.
He made the ANBU do the same, making sure they wouldnt be taken as hostile.
He began wondering how far he would have to go before someone discovered he was here.

Both men felt.. uncomfortable by the idea of being resticted in such a fashion, as well as not taking any decent cover to cover their approach. With nothing better to do, they followed his orders to the letter.

"Whats the matter boys?" Kaoru asked with a smirk on his face, he was unperturbed by the way he decided to enter the Village. the preffered method of Village interaction was peaceful negotiations after all, and sneaking in through the back door was hardly something to be trusted.
he continued walking and he began to catch sight of movement in the trees ahead of him, he must be nearing the Village proper.

Both men in unison looked at each other before the spoke together.
"You are joking right. Ninja walking into a village that hates ninja and wants to be better than us through their weapons doesn't seem at all dangerous?"
"Yea what makes you think we won't be target practice for the first sentry that sees us?"
They shook their heads together. It just didn't sit right with them.

Kaoru smiled as he kept walking, then he stopped suddenly, as he felt two crossbow arrows pointed at both sides of his head.
Slowly, he raised his hands above his head and allowed the two Takumi ninja to show themselves as they appeared.
Gruff and not at all pleased they took a look at him and pressed the crossbows back at Kaoru and said "What is your business here!?"
Unperterbed, Kaoru replied unafraid "I am Kaoru Kagushira, from Kirigakure. I wish to speak with the Village Elder."
The two Takumi ninjas started laughing and replied arrogantly "And what would he want with some Mist ninjas? Your in our lands now, your fate is in our hands."
Kaoru nodded, his hands still in the air "I know, but you could have killed us along time ago before we even got this far, so I know someone is interested in why we're here. So please allow us into the Village. I will humbly surrender our weapons and whatever conditions you may require."
The two Takumi's looked at each other and shrugged as they took Kaoru's waepons and those of the two ANBU.
When they took his Kunikiri Houcho, they handled it reverently, and Kaoru noted with some grim satisfaction that it took everything the man had to even carry the heavy blade.
Then they blindfolded the three Mist Ninjas and led them into the Village Proper.

Had there ever been a situation where they felt the need to murder some one, this was it. However they wouldn't move against one of the legends, even they knew it would be foolish.

As they were led blindfolded into the Village, Kaoru could hear his captors discussing what they would do with their captives.
But as they entered the Village the blindfolds were removed and they were taken to the Village leader.
He was a tall massive middle aged man that exuded power and strength above all else. Across his back was a massive katana that glittered with numerous metals.
When brought before him, Kaoru bowed to the ground until his head hit the packed dirt, when the Leader of the Takumi's said "That isnt necessary, please, rise."
Kaoru quickly did so but remained on one knee in a sign of respect. The man looked him over and then looked at the sword that the two Takumi;s had showed him.
"This is a fine blade young man, did you forge this yourself?" he asked interested.
Kaoru nodded and said "It was the final test of my training."
The man smiled and said "I can see your one of the Legendary Seven Swordsman of the Mist. Now, why are you here?"
Kaoru replied "To seek a mutual beneficial treaty between our two great Villages. We know you have constantly been plagued by maruaders, and our Mizukages of the past have been no exception so you have no reason to completely trust us. But we would like to offer you our services as a sort of symbiosm between our lands."
The Takumi leader looked at him with a hard glare and said "And what do you have that we cant offer ourselves?"
Kaoru continued in a completely polite tone of voice "A highly trained military force. Kirigakure's military is the most highly trained of the Five Great Shinobi Villages. We ask that you allow us to set up a few buildings in the Village to house a garrison of Mist Ninjas that would be here for protection against attack, and we would place you under our jurisidiction as far as being protected unde rour military and you would be given highest priority if an attack would break out.
"All we ask for this in return is our own market in Takumi weapons, we alone would be able to keep the Village in business for many years to come, and the Takumi Village would flourish under our protection."
"What have you to gain from this treaty?" the Takumi Leader asked "Weapons and a new land to claim as your own? What when our uses run out, will you annihilate us so we can not sell our technology to other Villages?"
Kaoru bowed low once again and said "You have my honor as a fellow Swordsman that our interests in this are genuine, I wont lie to you, there is alot of military interest in your technology. But also think of what you have to gain, a never ending market, protection from all the other Villages.
Wouldnt it be a decent tradeoff for any of the cons of this agreement?"

The ANBU passed the time observing their surrounds, looking at escape routes and sizing up everyone in the room. Even with out their weapons, they were ready to take charge of the situation, if only to make sure one of their icons got out of there,

"I shall discuss this treaty idea of yours with the Village Elders. Feel free to examine the Village at your leisure, but you may not leave." said the Takumi leader as he got up and walked to a building with markings all over it.
Kaoru stood up and proceeded to kill the time wandering about the Villages, getting stares for his Mist headband and strange outsider appearence.
Shortly after about 5-6pm, several Takumi ninjas appeared and led them to a large building where the Village Elders and the Takumi Village Leader sat at a large ornate table.
It seemed that the Takumi's building skills werent limited to just weapons, the room was beautiful in all sense of the word.
"After careful consideration, we have decided to take you up on your offer, on one condition. We want the ability to station our own ninjas in your Village as well. Take it as a trust issue, we will not be occupied, but we will allow a protection force to be housed here.
We will build a section just for the Mist ninjas sent here to stay, we are always under threat of raids from Nukenin and other Villages."
Kaoru bowed low again and said in a gratified voice "Thank you honorable Elders, I shall return to Kirigakure with news of this agreement and we will work out the finer details."
With that he presented a form signed by the Mizukage that gave them space to outline the Takumi's conditions on signing the treaties, and they were pretty much even with Kiri's.
After gaining their weapons back, Kaoru hoisted Kabukiri Houcho onto his shoulder and with a bow, and a salute headed back out of the village towards Kirigakure with a smile on his face.
"Now was that as bad as you thought?" he asked in a sarcastic tone, the gentle politeness shown to the Takumi's was now dropped as he fell into his normal teasing and sarcastic personality.

"YES!" they said in Unison, showing an unusal playful nature through out the entire mission.
A few of the villagers were forced to move away from the Village, being relocated in the Village Hidden in the Mist's secure walls. The senses of security drove others there, yet far more remained and were able to truly see the ramifications of the visit.
Slowly yet surely, the place began to resembled that of a highly defended fortress. Transformed into something close to a military state, the people suffered no harsh treatment. Just an added sense of security and knowledge as well as a few more permanent people and buildings. A sub branch of the Hidden Mist village's ANBU built and maintained an HQ fully displaying the commentate given to this village. A police HQ sprang up, and instead of using only Hidden Mist Police, a training program was initiated and villagers were able to take charge of their own security. The only other addition building of note was one built of security that seemed of no actual use. Only those who had helped construct it knew of its secrets. A building that seemed only one story high, it was perhaps the most subtly yet heavily defended building in the village, with sentries always on guard. It became a place of great reverence, as it was labeled as a meeting place for the Heroes of the Village hidden in the Mist. The Seven Swordsmen of the Mist.
