This is a short list to understanding the players on the opposite side of the Ascension War and the shepards of the human race, the Technocratic Union. The Technocratic Union is divided into five Conventions, each given oversight over a different portion of the Technocratic Paradigm of reality.
Iteration X The Good: They not only have the cool toys, they build the cool toys. Create, improve, optimize is the credo of Iteration X. The Bad: Technophiles to the Nth degree. They not only want to build the perfect machine, they want to BE the perfect machines. Unemotional, analytical, logical, and efficient. In Iteration X, the ends ALWAYS justify the means. The Ugly: Ironically, Iteration X is controlled by a sentient machine of its own creation located deep in the Umbra realm of Autochthonia. No one knows if the machine actually became self-aware or if it has been infected by some Umbral spirit.
New World Order The Good: You know those bad things like Vampires, Werewolves, Demons, Mages, and everything that goes bump in the night? The NWO are the ones who keep the beasties from snatching you out of your bed in the dead night and off the 6 o’clock news. The Bad: These guys even make other Technocrats nervous. Calling the NWO a group of control freaks would be generous. As the Convention responsible for enforcing the Technocratic Paradigm, they have their fingers in every form of media, controlling the Sleepers and “eliminating” things which do not correspond with the Technocratic Paradigm. The Ugly: The NWO is diligent, some say too diligent in its task, policing not only actions that do not fit the Technocratic Paradigm, but thoughts as well and by doing so, they hinder the creativity and progress of humanity. The NWO also oversteps its bounds flagrantly, conditioning the Sleepers they are supposed to be protecting and using them as pawns and bait in their schemes to maintain order.
Progenitors The Good: The Progenitors are scientists, academics, and researchers. They create medical procedures, drugs, and research in the sciences. They strive to perfect humanity by means of controlling life itself. The Bad: The Progenitors are outmatched only by Iteration X in their unethical attitude. Many Progenitors even suffer from megalomania. They justify the most horrific excesses, from introducing biological and chemical agents into Third World nations to engaging in what could be described as eugenics on a spiritual level, exterminating Mages and Sleepers deemed “unworthy” of existence. The Ugly: No other group in the Technocracy has so greatly profited from or participated in some of the greatest atrocities of the 20th century. Progenitors were both participants and observers in the eugenics experiments of Nazi Germany and the biological weapons experiments of Imperial Japan and even the ends of both of those has not stopped them. The Progenitors avoid accountability within the Technocratic Union by providing high-ranking Technocrats with their techniques to extend and improve life.
Syndicate The Good: The Syndicate are usually seen as just economists and businessmen when in reality, they are experts in logistics. They manipulate goods, services, and currency to achieve maximum efficiency and control in favor of the Technocratic paradigm. The Bad: Everything is a commodity to the Syndicate. Everything. The Syndicate alters reality so that everything is material. There is no spirit, no soul, no higher purpose, no reason for existence beyond the acquisition of more commodities. The Ugly: The Syndicate has their fingers in lot of other people’s pies. Various elements of the Syndicate deal regularly make deals with Reality Deviants in the interest of acquiring more power.
Void Engineers The Good: The Void Engineers are out on the boundaries of the Umbra/Outer Space, in the jungles, thousands of meters beneath the earth and on the floors of the sea, battling the things that like to feed on souls and children’s tears. The Bad: The Void Engineers tend to take a “shoot first, shoot last, and don’t bother with questions” approach to Umbral exploration. They want to destroy the spiritual worlds altogether, leaving universe as little more than cold, empty vaccuum inhabited by various collections of gases and dust. The Ugly: The Void Engineers have a bad habit of fostering defectors, traitors and the mentally unstable. The Sons of Ether defected from the Engineers when “ether theory” was declared unscientific. The Engineers also claim the greatest number of traitors to the Nephandi. They have a bad habit of worshipping the things they are supposed to be fighting against.

Are you planning on running a Mage game in the near future?

Are you planning on running a Mage game in the near future? One group of Syndicate Techies aids Pentex while the other group hunts them. Makes for interesting inter-organizational politics. Depending on how much research I have to this semester, one Vampire game might be all that I can manage though I'd like run or play in a Mage game.

Quick Question: The Kuei-jin (the asian vampires) know of the technocracy as "The Stone People" (or something like this) What is this exactly? Is it one branch or just what they are refered by the asian vampires?

I suspect it's just the Kuei-jin's name for the same group - Stone people makes sense (inflexible, unchanging, hurts when they drop on you)

Priestess Of Cthulhu Quick Question: The Kuei-jin (the asian vampires) know of the technocracy as "The Stone People" (or something like this) What is this exactly? Is it one branch or just what they are refered by the asian vampires? The "Stone People" is just an Asian metaphor for the Technocracy Conventions of Asia. While the Technocracy is technically a single organization with five Conventions, the Eastern Technocrats are nearly an independent organization.

Also, there was a civilization in Japan (Pre-Feudal) that mined a village from themselves, would this have been early Technocracy or does the Technocracy not come around until Industrialization hits Europe?

You may have to re-phrase I'm afriad - I dont quite understand what they did.
The most likely answer is Both though - while The Technocracy was an Industrial English (iirc) group who spread througout the world, it's unlikely they were the first to think of it, simply a group who actually managed to pull it off. Chances are any reminants of these pre-technocracy groups would be quickly merged into the fold.
Providing they agreed on practice, of course - it wouldn't suprise me if they were closed to Ashakik (sp?) Brothers than Technocrats...
(Personally, I view Mage in a 'The Technocrats are just the ones who got to the top, if one of the Traditions had, it'd be the exact same thing, only with the Tradition fighting them and the Technocrats... I'm not completely sure where they'd stand - probably depends on the Tradition in charge, and how Not Being On Top would affect their view on magic)
