Right, an example character. This is most likley going to be going up in 2 parts, as I dont have the books with me right now, and I've work in the morning.
Step 1: Ideas
I've already figured out roughly what I want - The character is going to be a WW2 commando who was caught in a Mortar blast and rebuilt, with a shotgun in his arm.
I know I need relatively good stats - there must have been a reason they brought him back, so I'll need a good mix of Skills and Attributes, but also to funnel points into the weapon-arm.
I start with 150 points, and look at attributes

While Attributes are usefull, I'd rather keep these low, and bulk up with Skills, so starting with 10 in all of them, I put 2 points in Dexterity and 2 in Health, costing me a total of 40 points

With 110 points remaining, I'm going to look at Skills next. I get points in all skills automatically, so these are just the ones I want to increase
Acrobatics (hard/phys): Increased to Dex(12) = 4 points
Armoury (ave/ment): Increased to IQ(10) = 2 points
Interrogation (ave/ment): Increased to IQ(10) = 2 points
Jumping (easy/phys): Increased to Dex(12) = 1 point
Leadership (aver/ment): Increased to IQ(10) = 2 points
Missile Weapon (Pistol) (easy/phys): Increased to Dex+2(14) = 4 points
Missile Weapon (Rifle) (easy/phys): Increased to Dex(12) = 1 point
Parachuting (easy/phys): Increased to Dex(12) = 1 point
Tactics (hard/ment): Increased to IQ(10): 2 points
Unarmed Combat (Brawling) (easy/phys): Increased to Dex+1(12): 2 points
I end up with:

First I'm going to work out the weapon, I use the Breathe Fire skill, as although the weapon doesn't use energy, it works the same, and spend 2 additional points to increase the Damage to 3. I also buy it some Damage Resistance, as it'll be well armoured
Breathe Fire + 2 Damage(44 points)
Damage Resistance 4 (12 points) - Limitation, shotgun-hand only (-75%) (9 points)
Bad Grip (-5 points) - Limitation, shotgun-hand only (-50%) (-4 points)
this costs a total of 49 points, and means I have 40 left
Toughness (10) being part man-part machine, my character is tougher than an average human
Combat Reflexes (15)
Danger Sense (15) both represent Combat experience
