What time is he supposed to appear in the skies? I think he can appear at any time throughout the day, but I'm not sure.

the time must be XX:X7 though just like presents appear at XX:X4 where X can be any number.
I got him a couple days ago and he gave me a metroid biggrin

I can't verify it, but I read somewhere that if he is going to appear, he'll appear within 30 minutes of turning on your game.
I also read the thing about him appearing a XX:X7, but that he also appears in times that end XX:X2.
I've been trying to find out if there is any truth to these claims, but I can't ever get him to appear!

I can say for sure that he has appeared at times ending in XX:X7 and XX:X2 for me when I was resetting to hit him.
I missed 4 times. >>

I've heard that the times could end in 2, 4, 5, or 7. Haven't heard anything about the other numbers.
I just saw Gulliver today (10.07), and I heard a rumor that if you time travel backwards, he'll come again, just at a different time, so I'm trying that out right now.
I also heard about the "he'll come within a half hour of playing the game".

Not if you time travel, but if you reset.
Yes, that's right. Fight Resetti.
And after Resetti's gone you have to enter a building and leave, only then Gulliver will come again.

Well, I've confirmed it five or six times thus far...
xx.x2 and xx.x7 Are times Gulliver has flown by.
All of which seem to be within thirty minutes as well.

He's a pelican who flies in the sky in a UFO. If you shoot him down, you have to help him repair his ship and he'll give you an ultra-rare piece of furniture that can only be obtained through him, or the use of an AR.
If you ever see him, act quickly; he moves much faster than a balloon.

i've seen him didnt pay attention to the time though...and a balloon usually comes by @ an XX:X2 every 10 minutes or so...
