Hey, this will be the first mod I have ever done for Oblivion that actually involves making some resources myself.
As far as I remember, the file type for eyes is dds, correct me if I'm wrong because I probably am.
What I want, is a program that lets me do my own dds files and put them into oblivion as eyes.
I hope that makes sense, so if anyone knows of a program in which I can do that please tell me!

Two major things you need to keep in mind.

1. Mesh
2. Texture

Oblivion (as well as all games) use 3d models called meshes. the meshes are colored with 2d graphic images called textures, which, for a lot of games, are in the Direct Draw (or .dds for shot) file format.

Now, to make your own meshes, you can use a program such as Blender, a free source 3d modeling program. From there you then export the mesh to the .nif format via the Blender Nif scripts.

Then, you must use a program called NifSkope to do some minor tweaks of the mesh, such as attaching the texture, and depending on the object you made, add collision to tell the game how it is supposed to interact with the game world.

Textures can be gotten from existing ones Bethesda used for their meshes, or you can make your own with a program such as GIMP (free) or Photo shop.

From there, you are now able to add the new object into the game via the Construction Set (depending on what it is) and you can place it in game.

There is a lot more work that needs to be done, but explaining it all would take forever. I suggest you check out the official Elder Scrolls forums for more information and help.
