Ok, I took a look into the way NPC's that are not in a shop appear for the quest system and discovered the number at the end of their URL likely corresponds to a database entry. According to this numbering theory there are 43 different Quest NPC's so far, however only 5 of those are active at this time. (List below) So while this is an interesting fact, it looks like the Quest NPC's cannot be made ahead of time, or they just refuse to make them ahead of time as I searched quite a bit past 43 without seeing an inactive message or active NPC.
Active NPC's
NPC 32 - Feather Master
NPC 33 - Nancy Drew
NPC 34 - Gracie
NPC 41 - Mimzy
NPC 43 - Von Helsons
Also another completely useless fact, aparrently I had my first Gaiaversery on 7/02/07 but I completely spaced it. Happy aniversary to me anyway. sweatdrop

That is what I was talking about as it is really useless. The numbers are for getting to the "Secret Message" quest they give you. Their quest is active so you can talk to them. For some reason you can talk to the others I listed too, even thought their quests should be over. None of them said anything important though.
