Sephie has no last name. It would destroy his image to add a last name. Like giving Death a first name. Who would want to die if you knew Keith Death would turn up? Its like that.
So yeah. Hojo wasn't Sephie's dad. Professor Gast was. And yes, Lucrecia was his mum. WATCH VINCENT'S FLASHBACK in the game!!!!! It pretty much explains it. Plus its really funny.

Where did you hear that Gast married Lucrecia (let alone had any sexual relationship with her) as far as I could tell from everything including DoC they were colleague's nothing more in fact Gast left the entire project behind as soon he discovered Jenova was not an ancient.
