No, he's not. xD They're both completely different from each other. I love Wataru, and everything, but he can't compare to Ruki. >.>
Anyways, they KINDA look alike in the face. Sort of.
But, his voice and personality is complete different from Ruki's.

even when I look into shoxx and I see 12012 they rlly dont look alike xD
but he rlly cant compare to Ruki =D
