Captain Canada155 all you have to do is talk to them when they're moving then tell them something like "Don't move!" or "Don't Go!" if they don't change their mind then keep talking to them until they say something like "Maybe I'll reconsider" then leave the house and don't talk to them the rest of the day the next day they won't be moving and they'll stay.
it works 100% of the time for me

I TOTALLY KNOW HOW!
What Capt. Canada said up there was parcially true, but if you have another CHARACTER, GO WITH THEM TO THE SAME PERSON AND TELL THEM TO STAY. IF THEY SAY THEY WILL STAY 3 TIMES, THEY WILL STAY. IF NOT, THEY WILL MOVE.

its not really that hard to keep them from moving its just annoying especially when one townsperson (such as ruby in my town) keeps trying to move at least once every month, but i manage to stop her, then she tries to move again, i stop her, and it keeps going on and on like that, i think im just gonna go screw you ruby, i got ur pic already so go ahead and move. kabuki however seems to be my best friend because he hasnt tried to move yet.

Another way is if you see them moving....write lots of letters to them and send them asap.
Worked 2 out of the 2 times my neighbors tried to move.

well yeah this guy he was gonna move he liked fishing i kept talking to him then luckly it was saturday and the fishing tourney started on sunday and the guy liked fishing so he stayed but then he moved again so they might sometimes stay if u have a chance of a event.
