it depends on the deck.
the Air elemental is the most useful if your using two colors.
if your only using blue though, it all depends on the rest of the deck.
the Waterspout Djinn is probably the next most powerful, i'm considering it after the Air Elemental though, since the only downside is having to play a Island every turn.
the Breezekeeper and Illusionary Forces are pretty equal in most standards but again, depending on the deck.
if the Breezekeeper is in a lifegain deck, and your say, running, Soul Wardens, then the Breezekeeper is better then the Illusionary forces.
but, say you only need a card for a few turns quickly, the Illusionary forces would be a better pick since it stays in play as long as you can pay the cost for it (similar to the Waterspout Djinn, except that it's a bit harder to keep in play then the Djinn)
each turn you have to pay U more then the turn before.

So, the choice between the Air Elemental, Waterspout Djinn, Breezekeeper, and Illisionary Forces, is really a decision between what your deck wants between them.

True, but your forgettign that some blue decks don't want to spend five mana on a card that only has flying and a powerful body.

actually, phasing doesn't trigger "comes into play" triggers or "leaves play" triggers, so having soul wardens won't gain you life

hmm...thats right, people were abusing that too much so they errata'd the ability to include a phased out zone.

most of them aren't really worth using.. look at teferi's isle for instance

I'd use either Breeze keeper or Air Elemental...or both.

You would have no trouble boosting all of these cards up and giving them other abilities, like Can't be Target of Spells or Abilities or maybe Neither deals nor recieves combat damage or something , especially in a mono-blue deck. Possibilities are endless with Blue.

I'm for Breezekeeper.

Sure it won't be around every turn but that can be turned into a good thing. I mean you don't want it be around during a Wrath or the like.
