My guess that it would be Itachi...or Naruto.
*****May be a Spolier for some people*****

Itachi - He killed his entire clan and became an ANBU at a very early age. Rumors circle about him being one of the main reason's Orchimaru left the Akatsuki. He is much stronger then Sasuke, who wants revenage, and is...of course...one of the members of Akatsuki.

Naruto- Beacuse after the time skip he becomes more powerful, completeing the rasengan. And mastering up to the third level of Kyuubi's power. And he is nearly unstopable at the fourth. Plus, the Akatsuki is weary of him, Itachi leaving hints through out the series that he is the one they really want...

But seriously, Naruto is the strongest because in the end he's going to triumph over everything ever and there's nothing that can stop him. I say this with sadness.

stamina = naruto
most potential = Lee
most control = Gaara
most improved = sasuke
they all have their own perks....

but....
