They aren't HWLs...
One of those hunters is still using Ice Barbed Spear and Beaststalker pieces, one still has Level 50 axes and DragonScale pieces, and the one in the middle has a Pacemaker spear. And the warrior also has Valor.

I think it's that the mage is unguilded, possibly not 60 and they are all staring at him.
