Another possibilty is that, since you play as the Tenkai Stars and Heroes in S3, you can never recruit them, because they're always there.

She meant how you can recruit the Tir in S2 and I think you can recruit Riou in S3.

Erm, that's not what I meant.

Also... you can NOT recruit Riou in S3. No way, no how.
