This is a good site I think, and they recently added English!
They have maybe half and half freeware and shareware (which actually means you have to pay for use) selection of fonts.
Most the fonts you'll find online though that are extremely different than 'mincho,' 'gothic,' et al. are Hiragana Katakana and Alphabetic only. So - you can't really use the IME for all of the fonts.
There's a few, but they're all similar variations of what Aiko had posted already. But the Hiragana / Katakana ones are great ; you have to learn a different keyboard layout to use them though :/

Some of them have usage policies [I don't know about these sites in particular]. If you can't read Japanese, the usage policies are usually something along the lines of, 'do not distribute, do not use for commercial purposes (freeware only), do not modify'

OMG, so~ many good fonts. If only I could afford to buy them all. D:
But they never make any of their fonts free use after a while
$132 for all those doesn't seem too bad, though. Especially considering that some fonts cost $200+ for, like, two, or three sets.
I wish they didn't make something as simple as fonts so expensive. D:
