That one was part of an interview. SCEA is Sony Computer Entertainment America. The "They" in that quote is Microsoft. He's saying that Microsoft copies everything that Sony does. Even though Microsoft had a hardrive, online play, and different configurations at different prices long before Sony did. Sony just had the stupid idea to pack it all into one machine and charge six hundred dollars for it.
Phil Harrison, President of Sony Computer Entertainment Worldwide Studios also managed to vomit up a little bit more a few weeks previous, when he said that the Linux-based OS of the PS3 would render PC's nothing more than "moot in the home."
Considering that Sony only got into the business because Nintendo made this exact same mistake, you'd think that they wouldn't be this stupid.

Before that, his explanation was that Sony had built up so much brand quality, that gamers are going to buy anything they make, even if there are no games for it. Many, if not all, of the release titles are not going to be "release" titles. They're going to come out after the PS3, and Sony thinks that no matter what, Gamers are going to buy it, even if the console is going to cost $600, and the games are going to cost somwhere between $60 and $100. More than that, someone in Sony(can't remember who, and I can't find the webpage) mentioned that PS3 games costing $100 apiece wouldn't be that much of a stretch. For the record, SCEE is Sony Computer Entertainment Europe.
So what if I've digressed and delved into my immense hatred for Sony and their idiotic publicity tactics. They're getting publicity, but it's not having the same result that Nintendo got when they changed the Revolution's name to the Wii. That got a positive reaction. Kutaragi, head of Sony Computer Entertainment had the nerve to say, proudly, that the PS3 would be so expensive that some people would have to get second jobs to afford it. And now that the pricepoint is set, he's deeming it "too cheap."
I'm pretty sure that's going to get negative publicity.
