I can agree with all of that and it all sounds perfectly reasonable... However the premiss you've presented is Batman Versus Darth Vader... Not Darth Vader v.s. The Jedi Order v.s. Superman v.s. Batman and everyone inbetween...
If they did however, I don't think Vader would 'attack' a city... It would probubly be something along the lines of His Imperial Star Destroiyer gets damaged in an intersteller Battle with a Reble Ship with slightly lesser fire power... The Ships are damaged beyond that of being repaired in space so the rebles and the empirials are forced to land... With no resources the Empirials use the storm troopers to scour the city for useable resources and take by force... of couse the local police department and S.W.A.T. aren't a match for the Empirials advanced tech... the battle between the rebles and Empirials continues to be waged in the City as well threatening countless lives... so natually Batman would call for Supermans help (mostly because he feels Superman and himself are enough to take out this new threat and the JLA are not required) ... There are two Jedi among the Rebles (Luke is not one of them) ... Of course the Rebles find Bat's and Supes help greatly appreciated as the Jedi don't feel batman and superman can handle the real threat that is Darth Vader... Some how the Jedi are incompacitated... Batman plays a distraction by doing the stealth thing and acting as though preparing to attack... darth vader senses it and expects it... of course batman tosses the boa out of the shadows to entrap vader, vader slices through it with his light saber and goes to force choke Batman... with vaders full focus on Batman and monologueing about how Batman's pathetic attempts where stupid in the least... superman does the faster than a speeding bullet thing comes up behind vader and opens a can of kryiptonian woop a** putting some major dents in vaders suit killing Vader... stare but that is only if Superman's around... Other wise a one on one between Batman and Vader... Batman doesn't stand a chance...

See-good. That's a "plausable" scenario. (I don't believe I'm using the word "plausable" to describe superhero comics.)
I think more likely than not Superman would be unavailable. (Off saving the world elsewhere or something.) I think if it were an off-storyline such as fanfiction or Kingdom Come then Batman would probably get himself trained in a couple of force tricks--probably shielding his thoughts would be on the list somewhere. If it were part of regular canon he wouldn't, although I don't see Vader actually turning up in regular canon.
I wouldn't be surprised to see an informed Batman instead of grabbing uselessly at his throat, activating a jet pack and zooming out of range, only to spend the next few minutes recovering his breath and patting himself on the back for thinking to have a jet pack available.
In any case, there's a world of things that _could_ happen. Personally, depending on the length/nature of the story, I think Batman barely gets out of the initial confrontation with his life, and defeats him only later.
One little piece of the puzzle that keeps bothering me--Darth Vader isn't a telepath in the mold of Professor X, Jean Grey, or Emma Frost. He can scan thoughts and stuff, but it has to occur to him. It's not until most of the way through the big Return of the Jedi fight that Vader stops, and grabs the information about Luke's sister. Vader can be surprised.
But I can concede that if you just look at the collection of powers and abilities, stick them in a mataphysical invisible force field and make them fight--yes Darth Vader probably wins that fight.
