I think he means the bit where Tom Baker's Doctor get the chance to destroy all the Daleks by placing two wires together... and he doesn't. Because it is morally wrong.
Definitely up there on the dramatic moments scale.

* The opening of The Dalek Invasion of Earth: Daleks strolling around London, and a Dalek coming out of the river Thames (what the heck was it doing there anyway, having a bit of a swim? confused).
