Creating attacks and developing powers.
There are several ways for you to create attacks and develop your character's powers. Feel free to use your own methods. I've written down a step-by-step guide for those of you that don't have a clue on where to start.
Step 1: Evaluate your character's power. How powerful is it? What can he or she do with it? Where are the limits, the strong points, the weaknesses? What is a reasonable level to be on at the current age? Where do you expect to end up and how are you going to get there?
Step 2: Now that you know the things your character can do with their power, you can start thinking about the good stuff. Battle uses for their power! Start by thinking of two ways your character can use their power in an offensive way. And then by thinking up two ways your character can use their power in a defensive way.
Step 3: Go more in depth! Think of the effect it will have on another character and what might happen when it is deflected or successful. Also keep in mind the effect it will have on your character! A powerful attack might drain your character and leave them open for an attack while they recharge themselves whereas a weaker attack might be less accurate, but faster, giving them more time to attack again. It's all about keeping a balance. Make sure you always think of whether your character is able to perform an attack, or whether he needs an extra energy source.
Step 4 Practice makes perfect! Naturally, when your character first starts out, the attacks you create will tire them out easily, but the more they practice, the easier it should become for them, until they reach a new level of power, at which you can think up different and more powerful attacks.
Step 5 Naturally, you are ALWAYS encouraged and allowed to improvise during RP! We merely think it would be good for you to have a few attacks and defenses thought up before you begin, so you won't be at such a loss of what to do when the time comes.

How does NSA recruitment and placement work?
When the NSA discovers a character with Evolved powers, they will send in one of their recruiters to approach them and their family. They will offer the character training in one of their special facilities. These facilities can be found in all the big cities around the world and are usually joined with a public school so the character (which starts out as a teen) can still be integrated with the regular children and learn to control their powers at the same time.
Once the character reaches a certain age or proficiency, they might want to accept a small job as mentor to the younger generation, or as a part-time trainer. This will depend on your preference, as it is completely optional.
The NSA representative approaches the family, and the family proves to be willing to cooperate, they can move to the city these facilities are located or the character can live on-campus.
If the home situation proves to be bad, with parents unsupportive or abusive, your character may live on campus anyway with a monthly allowance, paid for by the government. If there are extra expenses needed, you can call your government representative, who will arrange it for you.
What about international characters?
At this moment in time, this system is in place in most of the European countries that are a part of the EU as well as in the United States. The US have various facilities all throughout the country whereas the European countries usually have a single facility in their capital. Some of the countries have pooled together their resources and have created one facility. The countries that do not have the funds will have treaties with countries that have such an institution. So some of the characters might have to move to a different country's school.
We have a few rules in place (since you guys get to decide where you want to live). You may only open up a new area if there are TWO other characters willing to move/live there too.
What about interaction?
We've thought of that! There are regular exchanges between all of these facilities and schools, just to get the young evolveds used to new trainers and mentors, as well as to forge potential future relations between the new generation of superheroes.

How does the DA work?
The Dark Alliance has a central command that spreads out all over the world and has divided up the world into several territories. Each of these territories is 'governed' by one major Villain that would act as the ' general' and each territory has its own trainers, recruiters and mentors.
The cooperation between these divisions is very good, and new recruits as well as trainers and mentors are regularly swapped or exchanged. Often new recruits are quite graciously donated to one of the other leaders, all in the good spirits of cooperation.
In the current RP, Solarduct is the leader of the North American territory and Avalanche is the leader of the African territory. So this means that both of them know everything goes on in their continents and distribute things accordingly. Naturally, the less important tasks are delegated to and taken care of by the underlings so that the Villains may concern themselves with more important things.
The ones you see in the news are more often than not the minions of the top Villains.
PLEASE NOTE! IC NOBODY HAS A CLUE THE DA'S REACH AND INFLUENCE HAS ACHIEVED THIS SIZE! THIS IS MERELY FOR BACKGROUND INFO FOR YOU!
In the current RP, it is known Avalanche has united and created a network in Africa and is taking over the world. Solarduct is assumed to operate individually from the other Evo's in the US. A widespread network might be suspected by those involved and familiar with these things, but regular people (YOU) will not know of this unless so informed IC-LY!

Additional Dark Alliance Information
1. Thew DA new recruits are not flown to the US but remain stationed at their home address and receive training from there. This is all for easier indoctrination and to not upset the character. The DA feel (rather smartly, I might add) that the characters will be upset enough to begin with, finding out they're an Evo, dealing with that and pressure and disappointment from the environment, etc... There is no need for them to be traumatized even more by placing them out of their trusted environment. The only exception is when the home situation escalates and the child needs to be relocated for its own safety. ((If you want, you may RP the parent/child interaction, but that's not necessary at all.))
2. DA recruits are trained by special Evo trainers. In order to get to these training sessions, the trainers either drop by the characters OR the characters are brought to special training grounds at an undisclosed location. This is also where and how they will meet the other DA recruits.
3. At first every major villain of each continent won't be much bothered by these new recruits and, even though they receive regular updates on the character's progress, many of the villains don't actively read these unless extremely bored. You can imagine they have many better things to do.
It's not until the character surprises their trainers or shows amazing potential or something of the sort, that attention is drawn to you. (This can be both good and bad. ;D)
4. Technically, if a character lives in North America, that child will only have to deal with Solarduct. At least, in their early stages. Later on in its career it might be deployed into other continents that need more Evo assistance.
Of course there are instances in which children are exchanged over continents. It might even be so that Solarduct expressed interest in a character from Africa . In that case Avalanche (leader of Africa) has the final word on whether the character is transferred to Solarduct's responsibility or not. Avalanche will have the first rights AND the right to decide on what happens with the character.
Exchange definitely happens since the DA leaders cooperate closely and meet very regularly with each other.
5. Just for the record, but all of the DA leaders are on par with each other. Some of their powers might seem crappy, but I assure you that they are all extremely powerful and belong to the elite of the elite and are excellent matches for each other otherwise none of them would have survived long, now would they? ;D
6. The DA definitely employs regular humans. These humans have the idea they fight for a good cause because the DA is good at twisting stuff like that. Most of the members of the DA actually believe in what they fight for and see it as the righteous fight!
Technically, it is the job of YOUR character (soon to be heroes) to prevent or help the rise of the DA.
7. DA does NOT equal evil. Both good and evil are very subjective terms and merely classified as such by the masses. Everyone in the DA just has their own objectives. There might be some twisted individuals, but hey! Some of the superheroes are quite twisted as well. They're just tolerated better because they also happen to be keeping the power to the authorities.
8. They are experts at luring in children and most of the kids don't know it is an 'evil organization'.
It's true that all the big bad boys belong to the DA, which is why it got their 'evil' image. Both Solarduct, Avalanche and the other DA leaders don't shun to use extreme violence and kill a lot of people. But most of the Evos involved believe they fight for Evo liberation and the right of freedom, and peace. In which they are correct, of course, since those are the ideals of the DA. Or does Solarduct perhaps hold a secret agenda of his own...?

Regarding primary and secondary powers
At this point in time, you need not to worry about the secondary power of your character, as it is something that will take its time to develop. Of course, it's great if you think about it and know about it so you can brainstorm ahead of time.
Now, what exactly is the difference between these two?
The primary power is simply a fancy term to describe your character's main power. Let's take our favorite hero Flashcharge as example. His primary power consists out of firing off energy blasts.
The secondary power is a fancy idea from our side that will make your character's power more interesting or make it more indepth. The secondary power will never be as big as the primary power, but might still be fun to play around with. This power serves more as an enhancement and has usually something to do with the primary power. Flashcharge's secondary power is that he is able to sense the unique energy signatures of people around him. People that he knows, he can pinpoint up to several miles away and depending on his focus, the range will increase.
Huh? Still confused? Well, let's take a different example. Let's say you have a character that is able to transform itself into an animal. Does this automatically mean that your character can speak to other animals? I really doubt it, seeing how speech and thinking patterns are so different between animals and us. It'd be like learning an entirely new language! But let's say you really wanted to communicate with these animals? You can have your secondary power be that you can speak telepathically with these animals on a very basic level. See? Those powers are connected, yet the second power would be pretty useless without the first one, I guess. Or, at least never able to become as big as the primary power.
Another example! Let's take our superhero Ignite. He's a fire Evo. That's obviously his primary power. But his secondary power is a very mild form of empathy, enabling him to scan people's emotions and can, by logic and deduction, estimate their actions. It also means you don't want to lie or cheat on him because he'll know. Creepy.

Power Manifestation
Powers manifest generally during puberty, so between ages 11 - 18. The general age is around 12 to 15 years, yet is known to happen earlier or later. It's up to you, really.
However, your character isn't pulled into the RP until they are older. Around 16/17+
The reason for this is that: 1. You'll be old enough to participate. 2. You're able to build a bit of history with your character, before being introdced in the RP.
