This episode hasn't hit Japan? It was an USA exclusive to conmemorate the 10 years... that may explain the poor plot and the sucking voices >>

Anyone seen the legend of thunder?
Anyone seen the undubbed, original and japanese Mewtwo Returns?
How many specials have been not showned in US: We're no saints (dunno if it's the real name, but's a cool special with TR as mains), Oaknapped, a special with Richie!... tons of tons of specials that would NEVER hit US.
Anyone check how many things tend to get out from the original anime to 'suit' us, occidental public.
