User can create, shape and manipulate neon, a colorless, odorless, inert monatomic gas under standard conditions, but when under low pressure glows. He can alter his form into a form of glowing light and become incorporeal and quicker. Leaving temporary after images as he runs. This form makes him weightless and can practically run up walls. By increasing the density of it he can use it as blasts against opponents.

➳ What are their weaknesses?

despite being weightless he can’t fly. He can create a field and glide but fly is out. The after images though only lasting a second can make it near impossible to lose someone if they are following close to him. Neon is bright so stealth is a no go


➳ How do they act?

Joe is a prankster and overall just does what he wants for fun. He rather be entertained than anything. He cocky and self centered. He not a complete p***k he does try to avoid physical hurting people or causing too much property damage.

➳ What's their backstory?


Joe was born to a single mother and never got to meet his father that gave him his powers. His mom worked hard to make sure they had the necessities. As such Joe was left to his own a lot. While he was young he was ok but as he got older he got into more and more trouble even to the point of getting brought home in a cop car. Recently however he discovered he was super himself! He had failed to realize he was leaving some spray paint art in the wrong territory and the gang of that area, assuming he was part of the rival gang, gave pursuit. Getting in a dead end he was terrified he was going to get shot. He quickly noticed his hands and arms had become bright and glowing. The gang was still coming after him and he reacted by accidentally blasting them with the light. Seeing a chance to run he did. He did run normally for a bit but then his light form power kicked in and he got away very quickly. Though his landing was far from graceful, he was safe. He went home and hid in his room till he could calm himself and figure out what happened. He kept his mom from knowing and practiced in secret. Even though it only been a few weeks he at least learned to stay upright and not crash after using his powers for a super run.
