Time Reduction: [Insert Name]'s primary ability is slowing down time. Anything within his area (objects, people) slows down. He can slow time by such a degree that he can move through crowds of people undetected, simulating super speed to a degree. He can also send out time waves that reduce the time of whatever the wave hits. he can localize it to affect a single target if he so chooses. If the slowing effect is minimal, then the duration is extended. At the strongest degree he can practically stop movement but it would only last 5 seconds.
