Okay you guys, I'm going to add pretty soon the shops for skills, stats and weapons. I have the basic price for succeeding missions on the mission board (got it from Naruto lore) and now I want your ideas for the types of bonuses and the price for them. My idea right now is to have it separated (at least initially) into three separate "shops". 1. "Coaching" Lump boosts (+X to Skill or Stat) 2. Weapons Merchant Increase Base Damage for Weapons? Weapon effects? 3. "Mad Scientist" +X% to stats genkais (do you need to find someone with it or does he have some stored? Is there a chance of failure?) For the prices, is it an increased scale? A fixed price?

The idea you can BUY a Kekkei Genkai...
If people want it... it has to be Level 60+... reminds me of god tier items in MMOs... well, buying some vials.
Hiru got lucky with his... but In some ways, I think it should have been a far higher level before getting it. But what ever. Hiru (Character) is like a test dummy in some ways.
Anyways, we should have craft skill used for upgrading weapons... you buy a wet stone, or pay to use a furnace and as you forge a weapon or sharpen it, or what ever, you gain a certain amount of EXP, and maybe +1 Craft and/or +1 weapon skill or what ever else is related, depending on the difficulty of the task. This could be how we get training into your system without it being training as such. This would be more like an RPG where you up your skills by doing different tasks, making weapons, etc. So instead of "training", you do tasks, I would say they still have to have liek a 5/5 or something, but ultimately it gets you more then just some exp gain, but a possible +1 to a skill, and a better piece of weaponry, armor, what ever!
Speaking of armor, Black and White and some others really wanted to add a armor system in, like it would have tiers of wood, leather, bronze, iron, etc... We need this!

Buying genkai? ... Im not on board with that.
You did mention doing something akin to fallout perks, and in d20 that means feats. Purchasing feats would be pretty awesome for a shop idea. And armor would be easy enough to do so long as we add in rules for flat footed and touch ac.

Love the idea of the feats/perks shop! DO you have a few examples of what feats are in D&D?
Why would buying genkai be a problem? From my understanding of the Naruto series it's an integral part of the various ninja wars. All sorts of shinobis have all sorts of stolen genkais throughout the story and the Hyuuga even have a caste system made just so it wouldn't happen (must be a pretty common occurence if they go to these lengths). Of course I would make those as amongst the most expensive character improvements; but I don't really see why that would be problematic.

Drinking a magic potion that give you the powers of the kaguya clan ... less so.

Also, if it interests you... there are things called traits, which are like half feats that, in the game, characters can get two when they start out. (they can take a feat that gives them another two traits, but that's usually not worth it- they are considered "half feats" for a reason) Traits~There's also a section on weaponry, if you want to look at that. @Sage: That avi is pretty awesome.
